"Article 83. Transfer of implementation of separate powers of the Russian Federation in the field of the forest relations to public authorities of subjects of the Russian Federation

1. The Russian Federation transfers to public authorities of subjects of the Russian Federation implementation of the following powers in the field of the forest relations:

1) provision of the timberland located in borders of lands of forest fund in permanent (termless) use, lease, free use;

2) the conclusion of purchase and sale agreements of the forest plantings located on lands of forest fund;

3) preparation, the organization and tendering on the right of the conclusion of lease agreements of the timberland which is in the state-owned or municipal property, auctions on the right of the conclusion of purchase and sale agreements of forest plantings;

4) establishment of servitudes concerning the timberland located in borders of lands of forest fund;

5) issue of permissions to performance of works on geological studying of subsoil on lands of forest fund;
