1. Approve the enclosed federal aviation rules "Requirements to specialists according to the list of specialists of aviation personnel of experimental aircraft. Procedure for training of specialists of aviation personnel of experimental aircraft. Requirements to procedure for development, approval and contents of programs of training of specialists according to the list of specialists of aviation personnel of experimental aircraft".

2. This order becomes effective since July 1, 2018.

I. General provisions

1. Federal aviation rules "Requirements to specialists according to the list of specialists of aviation personnel of experimental aircraft. Procedure for training of specialists of aviation personnel of experimental aircraft. Requirements to procedure for development, approval and contents of programs of training of specialists according to the list of specialists of aviation personnel of experimental aircraft" (further - Rules, Requirements) establish requirements to specialists of aviation personnel of experimental aircraft (further - the specialist) when implementing of activities for accomplishment and ensuring testing of aircraft and other equipment by them, procedure for training of specialists of aviation personnel of experimental aircraft, the requirement to procedure for development, approval and to contents of programs of training of specialists.

2. Requirements are established to each specialist and shall contain three Sections: "Functional obligations", "Requirements to knowledge" and "Requirements to the specialist".

3. In the Section "Functional Obligations" fundamental obligations which are assigned to the specialist are established.

The Section "Requirements to Knowledge" contains requirements imposed to the specialist concerning knowledge of regulatory legal acts in the field of the air legislation, and also professional knowledge and skills which the specialist shall be able to apply in case of accomplishment of the functional obligations.

In the Section "Requirements to the Specialist" the professional training level of the specialist necessary for accomplishment of the functional obligations assigned to it, required length of service, and also requirements to the state of health is determined.

II. Requirements to specialists according to the list of specialists of aviation personnel of experimental aircraft

4. Functional obligations:

participation in development of programs, techniques of flight testing, flight tasks, accomplishment of calculations for test and other flights;

participation in works on creation of the aircraft equipment, making recommendations to management of the organization for structure of the equipment, preparation of workplace and placement of the equipment in crew cabin;

carrying out preparation for flight and development of measures for safety of flight taking into account nature of flight task, meteoconditions, navigation and ornithological situation around airfield (helidrome) of experimental aircraft (further - airfield) and on flight route, observance of the preflight mode, decision making about flight accomplishment;

accomplishment of flights according to flight tasks, management on flight operation, stipulated in Article 67 Air codes of the Russian Federation (further - RLE), implementation of the report to the head of flights or body of servicing of air traffic about emergency situations onboard the aircraft (further - AF), the dangerous phenomena of weather or complication of ornithological situation menacing to safe accomplishment of flight task;

decision making with departure from flight plan, instructions of governing body of air traffic and flight task in case of availability of safety hazard of flights;

taking measures to safety of persons which are onboard AF, safety of AF and aviation onboard property;

conducting orientation in flight, control of remaining balance of fuel in flight, the analysis of navigation, meteorological and ornithological situation in flight, implementation of the report on the dangerous phenomena of weather on mission control;

implementation of air crew training of AF to actions in particular cases of flight, and also to actions for application of means of rescue in case of emergency onboard AF on the earth and in flight, after emergency landing (escape) of AF;

carrying out analysis of flight with participants of testing, the analysis of flight on onboard means of objective control, filling of flight documentation;

participation in carrying out search and rescue and wrecking;

conducting flight and ground tests of the aircraft equipment, control of implementation of testing by other participants of testing who are onboard AF, safety and efficiency of carrying out flight testing, by preparation and accomplishment of flights, use of analysis results of the executed flights, calculations and results of modeling, giving by results of testing of flight assessment to the aircraft equipment and the recommendations about remedial action stated in flight assessment and also recommendations about enhancement and use of the aircraft equipment, participation together with other specialists in development of the act by results of testing of the aircraft equipment;

accomplishment of actions for safety of test flights, passing of training on exercise machines, stands and trials in cabin of AF.

5. Requirements to knowledge:

air legislation of the Russian Federation;

methodical documents on the organization and accomplishment of flights in experimental aircraft (further - EA) and to carrying out testing of the aircraft equipment (further - AT);

practical aerodynamics, dynamics of flight and technique of flight testing of AT;

theory of aviation engines and technique of their flight testing;

flight technical characteristics, design and managements on flight operation;

theory and practice of air navigation and fighting application;

navigation and special equipment of AF;

land means of ensuring of flights;

rules of the organization of planning and ensuring flights;

documents of aeronautical information (further - ANI), routes (areas) of flights;

procedure for application of means of rescue in case of emergency onboard AF on the earth and in flight;

the documents regulating the organization of meteorological, search and rescue ensuring flights requirements imposed to the professional training level of the test pilot, the requirement of the special mode, the requirement for ensuring safety and nondisclosure of the data which are the state and trade secret of data for the office use and data which became to it known in case of execution of job responsibilities;

bases of the labor law, the rule on labor protection, ecological and fire safety.

6. Requirements to the specialist:

higher education;

preparation as the test pilot for carrying out the corresponding type of flight testing;

the validity to flight-test work for health reasons.

7. Except the requirements established in items 4 - 6 Requirements, the following requirements are imposed to the specialist in case of assignment of qualification category:

the qualification category of 3rd class is appropriated to the test pilot after development of programs of preparation by it "And" and "B";

the qualification category the test pilot "without class" is appropriated to the test pilot after development of the program of preparation by it "In";

the qualification category the test pilot of 3rd class is appropriated to the test pilot who mastered the program of preparation "In", after consecutive development of additional training programs "B" and/or "A" by it, performing flight-test activities at least five years and having for the specified period raid as the test pilot:

- by maneuverable airplanes and helicopters at least 150 hours, from them on flight testing at least 70 hours;

- on not maneuverable AF at least 200 hours, from them on flight testing - at least 100 hours.

The qualification category the test pilot of the 2nd class is appropriated to the test pilot after implementation of flight-test activities by it in 3rd class at least three years and having for the specified period raid as the test pilot:

- by maneuverable airplanes and helicopters at least 200 hours, from them on flight testing at least 100 hours;

- on not maneuverable AF at least 300 hours, from them on flight testing - at least 150 hours.

Test pilots of 3rd class who are represented to assignment of qualification category of the 2nd class during implementation of flight-test activities in 3rd class shall have experience of carrying out one of the following types of flight testing:

- preliminary;

- certified;

- state;

- qualification;

- advancing on aircrafts - the flying laboratories;

- demand, acceptance and periodic;

- special - advancing on aircrafts - the flying laboratories;

- standard and special.

The qualification category of the test pilot of the 1st class is appropriated to the test pilot of the 2nd class who is performing flight-test activities in the 2nd class at least four years and having for the specified period raid as the test pilot:

- by maneuverable airplanes and helicopters at least 250 hours, from them on flight testing at least 120 hours;

- on not maneuverable AF at least 350 hours, from them on flight testing - at least 170 hours.

The test pilot of the 2nd class which is represented to assignment of the 1st class during implementation of flight-test activities in the 2nd class shall execute as the commander of AF (further - KVS) one of the following types of flight testing:

- preliminary;

- certified;

- state;

- qualification;

- advancing on aircrafts - the flying laboratories;

- demand, acceptance and periodic;

- standard and special.

Navigator-tester

8. Functional obligations:

participation in development of programs and techniques of flight testing and flight tasks, accomplishment of mate calculations for test and other flights;

preparation of offers to management of the EA organization for placement of flight navigation equipment for carrying out flight testing, participation in work on creation of AT;

carrying out mate preparation for flights and accomplishment in flights of obligations according to management on flight operation of AF, task for flight, the program of flight testing and instructions KVS, safety, efficiency and reliability of flights and testing in the mate relation;

preserving orientation in the course of flight accomplishment, accomplishment of mate calculations, tracking observance of procedure for use of airspace, keeping of the mode of flight, fuel remaining balance, carrying out the analysis and assessment of navigation and meteorological situation, implementation of the report of KVS on variations from the set mode and flight plan, defects of the navigation and flight equipment with offers on their elimination;

conducting flight and ground tests of flight and navigation and aim and navigation complexes, land and onboard systems of air navigation, special systems, by preparation and accomplishment of flights, use of analysis results of the executed flights, calculations and results of modeling, participation in holding blamestorming sessions, giving by results of testing of flight assessment of systems and complexes and recommendations about their enhancement and application, participation together with other specialists in development of the act by results of testing.

9. Requirements to knowledge:

air legislation of the Russian Federation;

methodical documents on the organization and accomplishment of flights and carrying out testing of the aircraft equipment;

theory and practice of air navigation and fighting application;

technique of flight testing of the professional equipment;

the navigation and special equipment of AF, flight technical characteristics the operated by AF, the professional equipment, land means of ensuring of flights;

rules of the organization of planning of flights;

documents of aeronautical information;

routes (areas) of flights;

procedure for application of means of rescue in case of emergency onboard AF on the earth and in flight;

the documents regulating the organization of search and rescue ensuring flights;

requirements for ensuring safety and nondisclosure of the data which are the state and trade secret data for the office use and data which became to it known in case of execution of job responsibilities;

bases of the labor law; rules on labor protection, ecological and fire safety.

10. Requirements to the specialist:

higher education;

preparation as the navigator-tester for carrying out the corresponding type of flight testing;

the validity to flight-test work for health reasons.

11. Except the requirements established in Items 8 - 10 Requirements, the following requirements are imposed to the specialist in case of assignment of qualification category:

the qualification category of 3rd class is appropriated to the navigator-tester after development of programs of preparation by it "And" and "B";

the qualification category of the navigator-tester "without class" is appropriated to the navigator-tester after development of the program of preparation by it "In";

the qualification category the navigator-tester of 3rd class is appropriated to the navigator-tester who mastered the program of preparation "In", after consecutive development of additional training programs "B" and/or "A" by it, performing flight-test activities at least five years and having for the specified period raid as the navigator-tester at least 200 hours, from them on flight testing - at least 100 hours.

Navigators-testers of 3rd class who are represented to assignment of qualification category of the 2nd class during implementation of flight-test activities in 3rd class shall have experience of carrying out one of the following types of flight testing:

- preliminary;

- certified;

- state;

- qualification;

- advancing on aircrafts - the flying laboratories;

- demand, acceptance and periodic;

- special - advancing on aircrafts - the flying laboratories;

- demand, acceptance and periodic;

- standard and special.

The qualification category of the navigator-tester of the 1st class is appropriated to the navigator-tester of the 2nd class who is performing flight-test activities in the 2nd class at least four years and having for the specified period raid as the navigator-tester at least 350 hours from them on flight testing - at least 170 hours.
