Bring in the Regulations on Council of Ministers of internal affairs of the State Parties of the Commonwealth of Independent States approved by the Decision of Council of heads of states of the Commonwealth of Independent States of May 17, 1996 with changes and additions made by the Decision of Council of heads of states of the Commonwealth of Independent States of October 9, 2009, the following changes and amendments:
1.1. State Item 3 in the following edition:
"3. SMVD is body of industry cooperation of the Commonwealth of Independent States on the questions entering competence of law-enforcement bodies, and also other state bodies of the State Parties of the Commonwealth of Independent States performing similar functions (further – the Ministries of Internal Affairs). SMVD is accountable to Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States.".
1.2. State Item 5 in the following edition:
"5. SMVD in the activities is guided by the Charter of the Commonwealth of Independent States, agreements accepted within the Commonwealth of Independent States, decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States, the General provision on bodies of industry cooperation of the Commonwealth of Independent States, and also this Provision.
SMVD will organize the work on the basis of the plans developed and approved by it.
