1) in Article 7:

a) to add the subitem 3 of Item 2 with words ", and procedure for inclusion of subjects of the Russian Federation in it";

a) paragraphs the thirteenth and fourteenth subitem 8 to recognize invalid;

b) add with subitems 14 and 15 of the following content:
