About introduction of amendments to some laws of Ukraine concerning prohibition of the address of collection and seizure of means of subjects of managing in the field of warm, the water supply and water disposal received from international financial institutions on implementation of investment projects (actions) in Ukraine

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About drinking water, drinking water supply and water disposal" (Sheets of the Verkhovna Rada of Ukraine, 2002, No. 16, Art. 112; 2005, No. 4, Art. 95; 2012, No. 42, Art. 526; 2016, No. 51, Art. 833; 2017, No. 29, Art. 314):

Article 1 to add 1) taking into account alphabetic procedure with the term of the following content:

"Current accounts with the special mode of use for borrowing facilities (further - special accounts for borrowing facilities) - the accounts of subjects of managing in the field of centralized water supply and water disposal opened in national or foreign currency, intended for accumulating and use of the credit (loan) means received from international financial institutions, foreign public institutions or according to intergovernmental agreements or the funds raised by the state or subjects of managing in the field of centralized water supply and water disposal under the state or local guarantees only for preparation and accomplishment of investing programs (actions) in the specified sphere at the expense of such means and also for receipt of funds for return and servicing of the credit (loan) according to agreements of the credit (loan)";

2) in Article 18-1:

the second to replace part with two new parts of the following content:

"The procedure for development, approval and approval of investing programs of subjects of managing in the field of centralized water supply and water disposal which licensing of activities is performed by the national commission performing state regulation in spheres of power and utilities affirms the national commission performing state regulation in spheres of power and utilities.
