About modification of the Section IV "Final and transitional provisions" of the Law of Ukraine "About commercial accounting of heat energy and water supply" on terms of application of financial sanctions for violation of the law in the field of commercial accounting of heat energy and water supply and in the Section VI "Final and transitional provisions" of the Law of Ukraine "About housing and communal services" about refining of procedure for enforcement of the Law

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Section IV "Final and transitional provisions" of the Law of Ukraine "About commercial accounting of heat energy and water supply" (Sheets of the Verkhovna Rada of Ukraine, 2017, No. 34, the Art. 370):

Item 1 to add 1) with the words "except Item of 1 part one of Article 14, which becomes effective since August 1, 2020";

To add 2) with Item 4-1 of the following content:

"4-1. In case of expense recovery of the operator of the external engineering networks connected with installation, servicing and replacement of nodes of commercial accounting, privileges and subsidies are provided to consumers of utilities and owners (co-owners) of the rooms equipped with individual systems of heating and/or hot water supply in the respective building which pay fees for installation, servicing and replacement of nodes of commercial accounting".

2. In the Section VI "Final and transitional provisions" of the Law of Ukraine "About housing and communal services" (Sheets of the Verkhovna Rada of Ukraine, 2018, No. 1, the Art. 1):

Item 1 to state 1) in the following edition:
