About enhancement of requirements to ensuring reliability and safety of electric utility systems and power generation facilities and introduction of amendments to some acts of the Government of the Russian Federation

1. Determine that the Ministry of Energy of the Russian Federation approves the regulatory legal acts in the field of power industry establishing the following requirements to ensuring reliability of electric utility systems, reliability and safety of power generation facilities and the power accepting installations and quality assurance of electrical energy:

a) requirements to functioning of electric utility systems, including to ensuring stability and reliability of electric utility systems (including requirements to interaction of subjects of power industry and consumers of electrical energy for the purpose of accomplishment of parameters of the electrical power mode, reliability and stability of electric utility system, coordination of levels of currents of short circuit (including requirements to carrying out calculations of currents of short circuit and implementation of check of compliance to the disconnecting capability of switches to settlement levels of currents of short circuit), planning and management of the electrical power mode of electric utility system, including in case of prevention of development and liquidation of violations of the normal electrical power mode and technological violations on power generation facilities and the power accepting installations, requirements to functioning as a part of electric utility systems of power generation facilities, the power accepting installations, the equipment of power plants and networks, electroinstallations of consumers of electrical energy), to the modes and parameters of work of power generation facilities and the power accepting installations, relay protection and automatic equipment (including antiemergency and regime automatic equipment, information and technological infrastructure of relay protection and automatic equipment in electric utility system, supervisory control in power industry and operational and technological management);
