1. Establish the general number of staff of the foreign office of the Ministry of Internal Affairs of the Russian Federation in number of 100 units within the number of staff of law-enforcement bodies of the Russian Federation established by the President of the limiting Russian Federation.

2. Determine that the foreign office of the Ministry of Internal Affairs of the Russian Federation is constituted:

a) representative offices of the Ministry of Internal Affairs of the Russian Federation abroad (further - representations);

b) representatives of the Ministry of Internal Affairs of the Russian Federation abroad and their deputies (further - representatives).

3. Determine that:

a) the decision on opening (abolition) of representation is made by the President of the Russian Federation according to the offer of the Ministry of Internal Affairs of the Russian Federation approved with the Ministry of Foreign Affairs of the Russian Federation and competent authorities of the corresponding foreign state;

b) the head, the deputy manager and the staff (workers) of representation are part of representation;

c) representatives perform the functions as a part of diplomatic representations and consular establishments of the Russian Federation, representations of the Russian Federation in case of international (interstate, intergovernmental) the organizations without inclusion in their number of staff;

d) heads, deputy managers and staff (workers) of representations, and also representatives:
