1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of May 8, 2015 No. 451 "About provision of subsidies from the federal budget for compensation of losses in the income of the Russian leasing organizations by provision to the leasing recipient of discount on payment of advance payment under the agreements of leasing of wheel vehicles signed in 2017" (The Russian Federation Code, 2015, No. 20, Art. 2917; No. 47, Art. 6591; 2016, No. 19, Art. 2679; 2017, No. 20, Art. 2925; No. 29, Art. 4371).

2. Declare invalid Item of 5 changes which are made to Rules of provision of subsidies from the federal budget for compensation of losses in the income of the Russian leasing organizations by provision to the leasing recipient of discount on payment of advance payment under the agreements of leasing of the wheel vehicles signed in 2017, approved by the order of the Government of the Russian Federation of July 7, 2017 No. 809 "About modification of Rules of provision of subsidies from the federal budget for compensation of losses in the income of the Russian leasing organizations by provision to the leasing recipient of discount on payment of advance payment under the agreements of leasing of wheel vehicles signed in 2017" (The Russian Federation Code, 2017, No. 29, the Art. 4371), regarding amendment by appendix No. 5.

Changes which are made to the Order of the Government of the Russian Federation of May 8, 2015 No. 451

1. In the name and Item 2 of the word "in 2017" shall be replaced with words "in 2018 - 2020".

2. In Rules of provision of subsidies from the federal budget for compensation of losses in the income of the Russian leasing organizations by provision to the leasing recipient of discount on payment of advance payment under the agreements of leasing of the wheel vehicles signed in 2017, approved by the specified resolution:

b) in Item 1:

Subsidies are provided by the Ministry of Industry and Trade of the Russian Federation monthly within budgetary appropriations and limits of the budget obligations brought in accordance with the established procedure to the Ministry of Industry and Trade of the Russian Federation as the receiver of funds of the federal budget for the purposes, stipulated in Item 1 these rules, meaning that in total 2018 - 2020 the size of the subsidies provided for the purpose of realization of land passenger transport shall constitute annually at least 2 billion rubles.

3. The Russian leasing organizations which do not have unexecuted obligation on tax payment, charges, the insurance premiums, penalty fee, penalties, percent which are subject to payment in accordance with the legislation of the Russian Federation about taxes and fees, and concluded in year, to prior year of provision of subsidy, at least 100 agreements of leasing of wheel vehicles or more than 500 million rubles having the authorized capital have the right to subsidy.";

Assessment of effectiveness of use of subsidy is performed following the results of complete calendar year in which the subsidy is provided.

17. The Ministry of Industry and Trade of the Russian Federation and bodies of the state financial control carry out obligatory inspections of observance by receivers of subsidy of the purposes and conditions of provision of subsidies.

In case of establishment following the results of the inspections which are carried out by the Ministry of Industry and Trade of the Russian Federation and (or) authorized bodies of the state financial control, the fact of violation of the conditions established by provision of subsidy, and (or) non-execution or improper execution of undertaken obligations on achievement of measure value of effectiveness of use of subsidy appropriate means are subject to return to the income of the federal budget:

a) based on the requirement of the Ministry of Industry and Trade of the Russian Federation - no later than 30 working days from the date of obtaining by the Russian leasing organization of the specified requirement;

b) based on representation and (or) the instruction of authorized body of the state financial control - in the terms established according to the budget legislation of the Russian Federation.";

k) in appendix No. 1 to the specified Rules:
