a) add with subitems 4.2.14 (15) and 4.2.14(16) following contents:

"4.2.14 (15). procedure for preparation of offers on reference or not reference of settlements, city districts to price zones of heat supply according to part 4 of article 23.3 of the Federal law "About Heat Supply";

4.2.14 (16). form of the draft of the scheme of heat supply (the draft of the staticized scheme of heat supply), and also requirements to formats of the materials represented in electronic form including requirements to the technical, program and linguistic means necessary for registration and the direction of the draft of the scheme of heat supply (the draft of the staticized scheme of heat supply) electronically;";

b) state subitem 4.4.19 in the following edition:

"4.4.19. approval of schemes of heat supply of settlements, city districts with population of 500 thousand people and more, and also the federal cities, including assignment of the status of the single heatsupplying organization;";

c) add with subitems 4.4.28 and 4.4.29 of the following content:

"4.4.28. according to part 4 of article 23.3 of the Federal law "About Heat Supply" preparation and introduction of offers on reference or not reference of settlements, city districts for price zones of heat supply in the Government of the Russian Federation;
