About entering of amendments into the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by executive bodies, their structural divisions and subordinated organizations" of June 3, 2014 No. 303

For the purpose of improvement of quality and availability of the state services rendered to citizens and legal entities according to the Law of the Kyrgyz Republic "About the state and municipal services", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of standards of the state services rendered to physical persons and legal entities by executive bodies, their structural divisions and subordinated organizations" of June 3, 2014 amendment No. 303 according to appendix.

2. This resolution becomes effective after fifteen days from the date of official publication.

In standards of the state services rendered to physical persons and legal entities by executive bodies, their structural divisions and subordinated organizations approved by the order of the Government of the Kyrgyz Republic of June 3, 2014 No. 303:

- add the Section I with Chapters 55-93 of the following content:

Orphan children, children without parental support, aged from 6 up to 11 years, living in the territory of the Kyrgyz Republic

the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the general education organization" of September 12, 2011 No. 541

Resulting effect of the provided state service

Contents of the main general education programs of the primary general education are directed on:

- forming at the studying knowledge meeting the modern requirements;

- mastering all-educational skills, the methods of cognitive activity providing successful studying of objects;

- aspiration to self-education, self-organization, self-checking and self-assessment;

- education of interest in school and study, development of educational and cognitive motivation;

- forming of skills and abilities of educational cooperation, desire to take part in educational dialogue, to collectively discuss offers, problems, etc.

Pupils seize theoretical knowledge and practical skills according to the State educational standard in the field of school education.

The pupils who completely mastered general education programs for the established curriculum and educational state standards for the I step of education are transferred by the decision of faculty meeting of the general education organization to the following class and/or on the II step of education (the order of the Government of the Kyrgyz Republic of 23.07.2004 No. 554)

Conditions of provision of the state service

Provision of service is performed:

- indoors, answering to the established sanitary standards, including:

the educational offices equipped and equipped according to requirements for objects, laboratory, availability of the necessary equipment in set on one educational group, including devices and tools;

- availability of the gym, sports equipment, the equipped sports ground or stadium;

availability of library, dining room;

availability of medical office;

availability of educational economy (if the corresponding preparation is conducted);

availability of set of the educational planning documentation, including the curriculum, programs for all objects, evident materials, examination materials, education and guidelines manuals;

completeness of the educational organizations by pedagogical personnel and their compliance to qualification requirements;

- in the presence of easy access of citizens to the building and sanitary and hygienic rooms (toilets, washing rooms), including for persons with limited opportunities of health on sight and hearing, and faces with limited opportunities of health with violations of the musculoskeletal device (further - LOVZ), equipped (buildings, rooms) ramps, hand-rail.

Rooms have toilets (in regions, in case of impossibility of connection to the central plumbing and sanitary - outdoor), heating, water supply system, phone.

For convenience of visitors in the place of provision of service the list of the documents necessary for service acquisition, and application forms are placed

Normative terms of training - 4 years.

Documents acceptance is performed in case of personal acceptance within no more than 20 minutes

Informing receivers of the state service

Information on provision of the state service can be obtained:

- in public reception of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy;

- on the website of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy, its territorial subdivisions, the websites of the educational organizations;

- in case of the personal appeal to the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy and to the educational organizations;

- at information stands, from brochures, booklets in the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy, its territorial subdivisions and in the educational organizations.

Distribution of information on the rendered service is performed through:

- Media (newspapers, radio, television);

- the website of the authorized state body pursuing state policy and exercising control in the field of education, science and youth policy, the websites of the educational organizations;

- information stands, brochures, booklets;

- personal address and contacts by phone;

- public reception of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy.

Addresses, phone numbers and operating mode together with the standard of the state service are placed at the stand, the website of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy at stands and the websites of the educational organizations

Servicing and rendering the state service

Communication with visitors

In the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy and in the educational organizations information plates on doors of offices of the employees involved in rendering service are placed.

All employees working with the population have the personified plates (badges) with indication of surname, name, middle name and position.

In case of communication with visitors employees observe the following basic principles of ethics: be polite, benevolent, correct, patient, basic, aim to understand deeply being of question, be able to listen to the interlocutor and understand its line item, and also reason for the made decisions.

Job descriptions (functional obligations) and the professional ethical standards which are not allowing the violations of the law of the Kyrgyz Republic providing the respect for ethical standards, independence and objectivity in relation to citizens excluding conflict of interest shall be observed by all employees.

With special needs on medical and social indications (LOVZ, aged pensioners, veterans of war and work, expectant mothers) communication and provision of service is made for persons in form, clear and available to them

Methods of ensuring confidentiality

Information on the applicant and the service rendered to him can be provided only on the bases provided in the legislation of the Kyrgyz Republic

The list of necessary documents and/or actions from the consumer of the state service

The educational organization shall inform parents (legal representatives) of the consumer of service of the charter and other local documents regulating educational and educational processes.

From the consumer (legal representatives) of the state service documents/action in the following cases are provided:

- the certificate of birth (original), and in the absence of the certificate is provided the conclusion of medical examination certifying age of the child;

- the pension book on the children receiving benefit on loss of the supporter;

- medical records of the child in form No. 63 and form No. 26;

- certificate of contacts with infectious diseases;

- the conclusion of tubdispanser that the child can be in children's collective;

- the act of territorial authorized body on social protection about temporary accommodation of the child (for a period of 6 months) or the judgment.

Parameters of quality of the state service

Quality of provision of the state service is determined by the following criteria:

- reliability and timeliness, in accordance with the terms and the service provision terms declared in the standard of the rendered service;

- non-admission of discrimination on the basis of floor, race, language, disability, ethnic origin, religion, age, political and other convictions, educations, origins, property or other status, and also other circumstances;

- availability, reclamation at citizens only of those documents for receipt of service which are specified in the standard;

- compliance of conditions of provision of service to the requirements established by this standard: access to the building, availability of household conveniences, the schedule of acceptance convenient for citizens, availability and availability of information support (in printing and electronic formats);

- correctness and politeness of employees when rendering the state service, consultation during all procedure of rendering service;

- compliance of resulting effect (the received service) to expectations of the applicant;

- availability of the complaint book of citizens in the available place

The list of the bases for refusal in documents acceptance, necessary for provision of the state service:

- lack of packet of necessary documents;

- availability of medical contraindications

Procedure for appeal

By inadequate provision of service the applicant has the right to address with the oral or written complaint management of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy, or the educational organization.

The written complaint is submitted in a free form and shall contain full name of the receiver of service, residence address, phone number, and also claim essence, the signature of the receiver of service and date.

The authorized employee registers the claim within 1 working day and sends for consideration to management.

Consideration of claims and claims is performed in accordance with the established procedure by management of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy, or the educational organization.

The term of consideration of the written address and the direction of the answer to the applicant shall not exceed 14 days from the date of its registration.

In case of dissatisfaction the made decision according to the claim the applicant has the right to appeal the decision of the authorized state body pursuing state policy and exercising control in the fields of education, sciences, scientific and technical activities and youth policy, or the educational organization judicially
