These rules are developed by temporary on-stage performance group of scientific and technical society of the oil and gas industry of the Republic of Belarus with participation of leading experts and scientists of the Gospromatomnadzor, Belneftekhim, ON Belarusneft, ON Belgeologiya, Belnipineft institute, the Moscow academy of oil and gas, the Poltava militarized part according to the prevention of origin and on liquidation of open gas and oil fountains.
In case of development of Rules notes and offers of the companies and organizations occupied with well-drilling, trade and geophysical works, production, transportation and primary preparation of oil and associated gas, production of the equipment for the oil industry, located in the territory of the Republic of Belarus were considered.
Rules become effective in the territory of the Republic of Belarus from the moment of their appearance.
Rules contain the main organizational, technical and production requirements which accomplishment is obligatory for ensuring safe works.
With the edition of these rules the "Safety rules for the oil-and-gas industry" approved by Gosgortekhnadzor of the USSR on January 31, 1974 are cancelled.
1.1. Field of distribution and application of rules
1.1.1. These rules extend to all companies and the organizations which activities are connected with investigation and development of oil, gas and gas-condensate fields, fields of thermal waters, underground gas storages in the porous circle, and also on the research, design and other organizations developing technology, the equipment, the tool and preparing personnel for accomplishment of these works irrespective of departmental subordination and type of economic activity.
1.1.2. Rules do not regulate procedure for conducting works in case of liquidation of open fountains.
1.1.3. In case of performance of works, not provided by these rules, the companies and the organizations shall be guided by the corresponding rules, regulations and other regulating documents.
1.1.4. In case of absence in rules and regulations of requirements which observance in case of works is necessary for providing safe working conditions the administration of the companies shall take the measures ensuring safety of works. If necessary relevant proposals on amendment of these rules are made.
1.1.5. All objects, and also all specifications operating at the companies, instructions and other normative and technical documents shall be brought with enforcement of these rules into accord with these rules into the terms coordinated with local authorities of the state supervision.
1.1.6. The company bears complete responsibility for ensuring reliability and safety of object at stages of its creation, operation, preservation and liquidation.
1.1.7. All changes and additions can be made to Rules with the permission of the organizations which approved and approved these rules.
1.1.8. Control of observance of rules is imposed on higher bodies of management and state supervision.
1.2. General requirements
1.2.1. Safety requirements when designing the productions constructed based on the complete import equipment or the equipment produced according to foreign licenses shall conform to requirements of these rules.
1.2.2. The procedure for the organization of works on creation of safe working conditions at the companies is established by special industry provision.
1.2.3. The accidents and accidents which happened on production shall be investigated according to the procedure, provided by relevant provisions and instructions.
1.2.4. Leading employees and specialists of the companies in case of visit of workshops, sites, workplaces for the job responsibilities shall check the organization of works, security status on objects, workplaces, to take measures for elimination of the revealed shortcomings.
1.2.5. Each worker who noticed abuse of regulations of safety or danger life-threatening and to human health, shall take the measures for its elimination depending on it, stop work and report about it to the direct head or the dispatcher of the company.
1.2.6. In case of issue of task to group of workers as a part of two and more people on performance of works who are not requiring appointment of the responsible person from among ITR, one of experienced and skilled workers shall be appointed senior, responsible for safe operation which instructions are obligatory for all members of group.
1.2.7. At each company the list of works of the increased danger which accomplishment shall be performed according to the work permit or other document determining safe conditions of accomplishment of these works shall be developed.
The list of such works, and also lists of persons having the right to issue the work permit affirms the chief engineer of the company.
1.2.8. On explosive objects the liquidation plan of possible accidents in which taking into account specific conditions prompt actions of personnel on accident prevention and liquidation of emergencies shall be provided, and in case of their origin - on localization, exception of fire or explosions, the maximum decrease in weight of effects and evacuation of the people who are not occupied in accident liquidation shall be developed.
1.2.9. Extreme values of temperature of outside air, wind speed in this climatic area in case of which it is necessary to stop works or to organize work stoppages for heating, are established by administration of the company together with trade-union committee based on the decision of regional authorities.
1.2.10. On the basis of these rules and other regulating documents at the companies, taking into account their local conditions production security guidelines of work by professions and work types shall be developed. Instructions shall be approved by the chief engineer and trade-union committee of the company, and on the objects under control to the Gospromatomnadzor, are approved with its local authorities.
1.2.11. Security guidelines of work at the companies shall be reviewed and pereutverzhdatsya at least once in 5 years.
Instructions also shall be reviewed in case of introduction of new rules and regulations, standard instructions, new engineering procedures, installations, machines, equipments.
1.2.12. Objects and production premises of the companies shall be provided with fire extinguishing means according to the list approved with local authorities of fire supervision and approved by the chief engineer of the company.
1.2.13. It is forbidden to be to strangers on workplaces without the permission of the works manager on object or administration of the company.
1.2.14. At the companies the procedure preliminary shall be observed in case of revenues to work and periodic medical examination of workers, established by bodies of health care.
1.2.15. It is forbidden to make hoisting transactions when drilling, capital, running repair and development of wells in case of incomplete structure of watch.
1.3. Requirements to personnel
1.3.1. To management of works on drilling, development and repair of wells, conducting geophysical works in wells, and also on production and preparation of oil and gas the persons having vocational education or who ended the special rates granting the right to the conducting these works supported by the relevant document are allowed.
1.3.2. To independent work on equipment maintenance and mechanisms in case of construction of wells, geophysical works, production and preparation of oil and gas, to conducting production processes persons after the corresponding training and examination are allowed.
1.3.3. The personnel allowed to servicing of electrotechnical installations, the electrified aggregates (making inclusion and switching off), and also working with the electrified tool or adjoining on kind of work to machines and mechanisms with the electric drive shall have qualification group on electrical safety according to requirements of technical regulatory legal acts for electrical safety.
The list of professions of workers to which the group on electrical safety is appropriated shall be established by the chief engineer or the chief power engineer of the company.
1.3.4. Workers of integrated teams which labor organization provides combination of professions shall have the corresponding qualification by the main and combined profession.
1.3.5. Persons not more young than 18 years which had medical examination and having years of service of steeplejack works at least one year are allowed to independent steeplejack works.
The workers for the first time allowed to steeplejack works within one year shall work under direct supervision of the experienced workers appointed by the order of the director.

1.4. Training and instructing
1.4.1. The procedure for training, briefings, examination and admission of personnel to independent work shall be determined by industry provisions.
1.4.2. Professional training of workers shall be provided in specialized educational and course plants on group form of education. Training of workers at the company for individual form of education is allowed.
1.4.3. At each company the office on labor protection equipped with normative and educational and methodical literature on labor safety, technical means of training shall be equipped.
1.4.4. On each production facility there shall be set of security guidelines of work by professions and work types according to the list approved by the chief engineer of the company.
1.5. Requirements to the territory, rooms, objects, workplaces
1.5.1. The territory of the companies and placement on it of buildings, constructions and different production facilities shall correspond to the engineering procedure of production and the project developed according to requirements of construction regulations and rules. The territory of the company, separate production facilities shall be planned, have necessary infrastructure, be built up according to the master plan.
1.5.2. To boring, pumping and compressor stations, other production facilities ways and entrances shall be paved, and also platforms for unloading, placement of the equipment and materials are prepared.
In case of considerable remoteness of objects from trunk line roads, marshiness of the area or flooding of the territory flood waters, the building site is equipped with constructions for acceptance of the aircraft transport.
1.5.3. Roads to wells and other objects, bridges, moving and transitions shall be kept in working order, have precautionary and index signs.
1.5.4. At the companies which have underground communications (cable lines, oil and gas pipelines etc.) executive schemes of the actual arrangement of these communications shall be developed and approved by management of the company.

1.5.5. Building of the areas of occurrence of oil and gas the objects which are not connected with development of fields is performed according to the Code about subsoil and Regulations on procedure for issue of permissions to building of the areas of bedding of minerals.
1.5.6. From extreme number of operational wells, and also from each object of the oil or gas field the sanitary protection zone is established. The sizes of this zone are determined by the operating sanitary standards.
1.5.7. On each object according to the project collection and removal of production, storm and thawed snow from all territory shall be organized and protection of constructions against flood waters is provided.
1.5.8. Factory and household buildings and rooms, heating and their ventilation shall meet construction standards and rules, regulations of process design.
The category of buildings and rooms is determined by the project organization on blueprint stage by fire and explosion and fire risk.
1.5.9. Production facilities (the workshop, the site, installation, etc.) shall be put into operation according to the procedure, established by the current legislation. Objects can be accepted and put into operation only when providing on them normal and safe working conditions for working and provided that all works are performed according to requirements of the project.
In explosive rooms the telephone set and the signaling device to it shall be in the explosion-proof execution corresponding to category of the building or the room on potential of explosion according to Regulations for electrical installation.
1.5.10. Production facilities, workplaces depending on working conditions and the accepted production technology shall be provided with appropriate means of protection.
Each production facility where the service personnel resides, shall be provided with telephone or radio communication with control office or management of the site, workshop, the company.
1.5.11. Production facilities shall be ensured by signs safety, warning labels.
1.5.12. The equipment on objects shall be located so that there was possibility of convenient and its safe servicing and repair.
The distance between separate mechanisms and between mechanisms and walls of buildings shall be at least 1 m, and width of working passes of 0,75 of m.
1.5.13. It is forbidden to encumber with materials and other objects production rooms and workplaces.
1.5.14. Barns, holes, wells (mines), ditches, and also different reservoirs acting over the Earth's surface less than on 1 m in order to avoid fall of people in them shall be protected or blocked.
Wells of communications shall be closed by strong covers, have brackets or ladders for descent in them and are supplied with label on rack in cipher of well. In winter time wells shall be supplied with accurately visible indexes.
1.5.15. The production territory and workplaces shall be kept clean. The poured oils and oil products need to be removed, and - to smooth out the contaminated area.
1.5.16. It is allowed to smoke in the territory of production facilities only in specially allotted places.
1.5.17. In places of permanent transition of people over the pipelines laid on the Earth's surface, and also over ditches and trenches transitional planked footway m 0,6 width with handrail at least 1 m high shall be arranged.
1.5.18. Above-ground and underground pipelines in places of crossing of highways and transitions shall be suspended on support at height of at least 4,25 of m over roads and moving of at least 2,2 of m over transitions or are laid to the earth.

1.5.20. It is forbidden to establish aggregates, machines, the equipment and to perform any works within the conservation zone of air-lines of electricity transmission. Production of earthwork in the conservation zone of underground cable power lines determined in the form of the land area limited to the parallel straight lines remote from extreme cables on 1 m from each party is forbidden.
1.5.21. The distance from the basis of tower, mast of any installation to the conservation zone of air-line of electricity transmission shall be at least height of tower, mast. This requirement does not belong to the site of air-line of electricity transmission on which electric utility service of this installation is directly performed.
1.5.22. At the companies, depending on nature and conditions of production, carrying out instrumental control of hazardous substance content in air, noise levels and vibration, temperature, relative humidity and speed of movement of air on workplaces shall be organized.
1.5.23. In rooms, on objects and workplaces where allocation in air of harmful vapors is possible, gases and dust, and also in cases of change of engineering procedures constant control of the air circle shall be exercised.
1.5.24. For each engineering procedure measures for the maximum decrease in level of its potential of explosion shall be provided:
prevention of explosions in the equipment;
exception of explosions and fires in rooms and on the open areas;
decrease in emissions of combustible substances in the atmosphere in case of emergency depressurization of the equipment, etc.
1.5.25. Workplaces, objects, drives and approaches to them, passes, transitions to night-time shall be lit. Artificial lighting shall be executed according to requirements of Regulations for electrical installation and construction regulations and rules.
1.5.26. In production rooms and on the open areas in necessary cases (for continuation of works or for safe exit of people from rooms in case of sudden shutdown of working light) shall be provided in work zones emergency and evacuation lighting.
Lamps of working and emergency light shall be powered from different sources.
Instead of the device of stationary emergency and evacuation lighting use of manual lamps with accumulators is allowed.
In case of the choice of type of lighting of production and auxiliary rooms natural lighting shall be used as much as possible.
1.5.27. Tool measurements of level of illumination shall be carried out at least once a year, and also after reconstruction of rooms, systems of lighting.
1.5.28. Production facilities shall be provided with water for the household and production purposes according to sanitary and fire protection regulations.
1.6. Requirements to the equipment and tool
1.6.1. The equipment, the tool and instrumentations shall be developed according to the specification approved with the customer and state supervision bodies.
1.6.2. Level of mechanization and automation of the developed equipment and the constructed object is determined by degree of their potential of explosion taking into account providing safe working conditions.
1.6.3. Operation of the operative equipment, tool, instrumentations is performed according to the operation manual, constituted by developer on the basis of the existing regulating documents on labor safety.
Operation of the newly created equipment, tool, devices shall be performed according to the operation manual in which along with technical requirements also questions of its safe servicing taking into account these rules shall be reflected.
Acquisition of the import equipment, PILES and the tool is performed after carrying out expert inspection of manufacturing plant, technical documentation and the positive conclusion of bodies of the state mountain supervision on their compliance to the regulations and rules operating in the territory of Belarus.
Operation of the import equipment, PILES and the tool shall be performed according to rules on labor safety of the Republic of Belarus and technical documentation of supplier companies.
1.6.4. Technological systems, their separate elements, the equipment shall be equipped with the necessary means of regulation, blocking providing their safe operation.
1.6.5. For explosive engineering procedures the automatic systems of antiemergency protection preventing formation of the explosive environment and other emergencies in case of variation from the provided regulations, maximum permissible parameter values of processes in all operating modes and providing safe stop or transfer of process in safe condition shall be provided.
1.6.6. On the hoisting machines and mechanisms, boilers, vessels working under pressure there shall be designations and texts of their extreme load-carrying capacity, pressure, temperature and terms of carrying out engineering certification and hydraulic testing.
1.6.7. The equipment shall be installed on the strong bases (bases) ensuring normal functioning of the equipment is carefully verified and reliably fixed.
1.6.8. For explosion-fire-hazardous technological systems which equipment and pipelines in use are exposed to vibration measures for its decrease and exception of possibility of emergency movement, shifts, destructions of the equipment and depressurization of systems shall be provided.
1.6.9. Commisioning of the mounted or upgraded equipment is performed by the commission of the company after check of its compliance to the project, requirements of rules of technical operation and Safety rules.
Commisioning of the equipment after capital repairs (without upgrade and change of placement) is performed by workshop management with participation of the corresponding specialists.
1.6.10. In case of detection in the course of installation, engineering certification or operation of discrepancy of the equipment to requirements of rules of technical operation and safety it shall be taken out of service. About constructive shortcomings of the equipment the company shall send to manufacturing plant the act claim and together with it to resolve issue of further operation of the equipment.
1.6.11. Changes can be made to design of the equipment only in coordination with the organization developer of this equipment.
1.6.12. Nodes, details, devices and elements of the equipment which can be source to danger for working and also the surfaces of protective and protection devices shall be painted in alarm colors.
1.6.13. In case of start-up in work or equipment stop (devices, sites of pipelines, etc.) measures for prevention of education shall be provided in technological system of explosive mixes (purge inert gas, control of efficiency of purge, etc.)

1.6.33. c) remove barrier or separate parts them and get for barriers;

1.6.46. Motionless blocks for rise and descent of weights shall fasten strictly collars or other special devices and have the devices preventing slipping of rope. The suspension bracket of blocks on rope loops is forbidden.
1.6.47. On lifting hooks there shall be safety latch or other device which is reliably locking hook pharynx.
1.6.48. Maintenance and repair of the equipment are carried out according to system of scheduled preventive maintenance.
1.7. Barrier of moving parts of machines, machines and mechanisms
1.7.1. Machines and mechanisms shall have the strong metal barriers which are reliably closing access from all directions to moving parts.
