functional electric circuit;

technological instruction;

Gerber-files (trace of the printed circuit board and scheme of arrangement of elements);

list of component parts;

the property rights or other legal causes on use, modification, upgrade, change of the complete list of the software (the built-in microprogram, system and specialized applied) delivered as a part of products and necessary for full functioning of products for the term of at least 5 years, including set of program documentation in the following structure:

set of texts of programs (initial codes) and binary files microcodes;

management on compilation and assembly of the complete list of the software (the built-in microprogram, system and specialized applied) necessary for full functioning of products, and installation of its binary image as a part of products;

the documents confirming carrying out in the territory of the Russian Federation the following technological transactions:

production of payments of printed circuit wiring for electronic blocks (specific weight of transaction in structure of labor input of equipment manufacturing - 0,3);

installation of elements on payments of printed circuit wiring, electronic modules and finishing assembly of the equipment (specific weight of transaction in structure of labor input of equipment manufacturing - 0,3);

production of mechanical details and case elements (specific weight of transaction in structure of labor input of equipment manufacturing - 0,1);

programming, functional testing of electronic blocks and product in general (specific weight of transaction in structure of labor input of equipment manufacturing - 0,3), at the same time minimum admissible level of localization constitutes 0,75 and is calculated by formula:

where Ni - the share of actually made products on each technological transaction calculated on the basis of the regulated GOST of 3.1102-2011 documents which are turning on cards of engineering procedure, the route card (RC) and the sheet of assembly of product (SAP) of the declared equipment on formula:

Ci полн - material and labor costs of the separate technological transaction made in the territory of the Russian Federation, source - route card and sheets of assembly of product;

the research and production base necessary for the organization of development and production, or contractual relations with the organizations registered in the territory of the Russian Federation which have this base, on its use;

the service center in the territory of one of member countries of the Eurasian Economic Union, authorized to perform repair, after-sale, guarantee and post-guarantee maintenance of products.

Till December 31, 2019 observance of percentage cost portion of the foreign components used in case of production - no more than 45 percent of the price of goods (this requirement is imposed to product in basic picking without the cost of stores of data - hard magnetic drives, solid-state disks, magnetic tapes);

since January 1, 2020 observance of percentage cost portion of the foreign components used in case of production - no more than 35 percent of the price of goods (this requirement is imposed to product in basic picking without the cost of stores of data - hard magnetic drives, solid-state disks, magnetic tapes);

since January 1, 2022 observance of percentage cost portion of the foreign components used in case of production - no more than 25 percent of the price of goods (this requirement is imposed to product in basic picking without the cost of stores of data - hard magnetic drives, solid-state disks, magnetic tapes);

since January 1, 2025 observance of percentage cost portion of the foreign components used in case of production - no more than 15 percent of the price of goods (this requirement is imposed to product in basic picking without the cost of stores of data - hard magnetic drives, solid-state disks, magnetic tapes)

finishing assembly and adjustment of finished goods, including assembly, installation, setup, control;

carrying out engineering supervision of compliance to requirements of specifications of finished product, including implementation of complex of testing of end products;

monitoring procedure of quantity and quality characteristics of properties of finished product;

the service center in the territory of one of member countries of the Eurasian Economic Union, authorized to perform repair, after-sale, guarantee and post-guarantee maintenance of products.

Till December 31, 2020 observance of percentage cost portion of the foreign components used in case of production - no more than 90 percent of the price of goods;

since January 1, 2021 observance of percentage cost portion of the foreign components used in case of production - no more than 80 percent of the price of goods;

since January 1, 2023 observance of percentage cost portion of the foreign components used in case of production - no more than 70 percent of the price of goods;

since January 1, 2025 observance of percentage cost portion of the foreign components used in case of production - no more than 60 percent of the price of goods

availability at the legal entity - the tax resident of member countries of the Eurasian Economic Union:

the rights to design and technological documentation in the amount sufficient for their production, upgrade and development of the corresponding products for the term of at least 5 years, including on schematic electric circuits, projects of printed circuit boards for production of photo masks, assembly drawings, and the software, including on the source text and (or) the source code of the software, and also the research and production base necessary for production organization, guarantee and after-guarantee maintenance of products and their elements, or contractual relations with the organizations registered in the territory of the Russian Federation which have this base, on its use;

the documents confirming implementation in the territory of the Russian Federation of the following transactions:

production of printed circuit boards;

installation of elements on the printed circuit board;

production of constructional elements - cases, blocks, modules and other components of the device;

insertion of microprograms, installation of the software; final assembly of the device;

carrying out acceptance, standard and qualification tests of devices.

Till December 31, 2019 observance of percentage cost portion of foreign components for production of goods - no more than 40 percent of the price of goods;

since January 1, 2020 observance of percentage cost portion of foreign components for production of goods - no more than 20 percent of the price of goods".
