1. Rules of the device, installation and safe operation of the explosion-proof fans used on chemical, petrochemical and oil processing productions (further Governed), determine working procedures by designing (designing), production, installation, adjustment, testing, repair and operation of explosion-proof fans for the chemical, oil and gas-processing, petrochemical industry in which the substances capable to form heat address and stored - Paro - both gas-air explosive mixtures and intended for application of chemical, petrochemical and oil processing productions by all organizations irrespective of their forms of business and patterns of ownership performing activities in the field of industrial safety.
Requirements of these rules are obligatory for accomplishment by the officials performing the types of activity specified in this Item and also during the designing, expansion, reconstruction, modernization of productions of the above-named industries.
2. These rules establish the requirements aimed at providing industrial safety, the prevention of accidents, cases of industrial traumatism in case of operation of explosion-proof fans in chemical, petrochemical and oil-processing industry.
3. Designing, production, reconstruction, modernization and operation of ventilating systems with explosion-proof fans shall be carried out according to requirements of the operating technical regulatory legal acts and these rules.
4. Explosion-proof fans are fans of special purpose. The companies which are engaged in designing (designing), production, adjustment, repair shall obtain the license (special permission) according to the Regulations on licensing of separate types of activity approved by the Decree of the President of the Republic of Belarus of July 14, 2003 No. 17 (The national register of legal acts of the Republic of Belarus, 2003, No. 79, 1/4779). The personnel trained and certified in accordance with the established procedure are allowed to operation of fans.
5. The choice of types and execution of fans for explosive productions is determined by the project organizations proceeding from category and group of the explosive mix moved with fans according to requirements of technical regulatory legal acts.
6. The fans which fulfilled the resource determined by manufacturing plant are subject to commission survey for the purpose of determination of their technical condition and possibility of their further operation.
7. The fans intended for movement of explosive mixes of certain categories and groups can be used for movement of other explosive mixes belonging only to lower categories and groups.
8. In these rules the following terms and determinations are used:
ventilating installation - set of the ventilating devices supplied with the separate fan or other special equipment for air movement;
ventilating system - complex of the ventilating installations and devices of natural ventilation servicing the certain room or the building in general;
