About modification of the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201

For the purpose of implementation of article 22-1 of the Law of the Kyrgyz Republic "About public health care", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201 the following changes:

- add Item 1 with the paragraph the twenty fourth the following content:

"-Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the organizations of rest and improvement of the population" according to appendix 23.";

- add with appendix 23 in edition according to appendix to this resolution.

2. This resolution becomes effective after fifteen days from the date of official publication.

Chapter 1. General provisions and scope

1. These sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the organizations of rest and improvement of the population" (further - Health regulations) establish sanitary and epidemiologic requirements to placement, functioning, catering services and medical support, to observance of rules of personal hygiene in the sanatorium and educational organizations.

2. Health regulations extend to the designed, under construction, reconstructed and operating projects irrespective of their subordination and patterns of ownership.

3. Earlier constructed objects are operated according to the construction project of this object.

4. Readiness of object for functioning is determined by the commission created by executive authorities and local government bodies and drawn up by the act according to appendix 1 to these Health regulations.

5. Control of observance of these Health regulations is exercised by authorized state body in the field of sanitary and epidemiologic wellbeing of the population of the Kyrgyz Republic.

6. The responsibility for violation of these health regulations is established according to the legislation of the Kyrgyz Republic on the administrative responsibility.

Chapter 2. Terms and determinations

7. In these health regulations the following terms and determinations are used:

1) inspection - quality evaluation of food and ready dishes;

2) dry closet - portable toilet without sewerage which content decays under the influence of special dietary supplements;

3) the guest house - institution with the number of rooms expected accommodation no more than 25 people;

4) disinfecting and disinsection means - the chemicals applied to destruction of causative agents of infectious (parasitic) diseases and insects;

5) zone of sanitary protection of source of water supply - the territory and (or) the water area within which the specific mode of economic and other activity for the purpose of protection of source of drinking water supply, water constructions and drinking water against pollution is set;

6) protective zones (in the field of the environment) - part natural (land, water, nedrenny) spaces, allocated under the law with the mode of special protection for the purpose of the prevention from harmful effects of economic activity or forces majeure of the nature;

7) recreational zones - the part of space of the environment used for rest and tourism including green, resort, medical and improving areas;

8) sanitary protection zones - the territory intended for providing required hygiene standards of content in ground layer of the atmosphere of pollutants, reduction of negative influence of the companies, transport communications, power lines on the population, factors of physical impact - noise, the increased level of vibration, infrasound, electromagnetic waves and static electricity;

9) insolation - the normalized indicator of solar radiation for hygienic assessment of the platform, the room, the building;

10) climatic zone - the territory allocated on climatic signs (temperature, humidity);

11) the resort - mastered and especially protected natural territory used in the treatment-and-prophylactic purposes having natural medical resources and buildings, necessary for their operation, and constructions including infrastructure facilities;

12) organoleptic properties of water - smell, smack, chromaticity, water turbidity;

13) the medical beach - the site of the coast of natural or artificial reservoir equipped for holding treatment-and-prophylactic procedures and bathings under control of medical personnel;

14) coastal strip - part of the territory of the water protection zone of water object which adjoins the coastline;

15) the sanatorium organizations - sanatoria, dispensary, boarding houses, houses and recreation facilities, tourist bases, sports the camp, the nurseries of the camp and other organizations rendering the medical and improving services which are located in medical and improving areas, being in the state, municipal, private and other pattern of ownership (further - objects);

16) sanitary gap - the minimum distance from source of harmful effects to border of the housing estate, landscape and recreational zone, the rest area, the resort;

17) sunbed - the equipped platform, the room for adoption of solar procedures;

18) the educational organizations - general education (comprehensive school, teaching and educational complex, author's teaching and educational complex, school gymnasium, school lyceum) and the out-of-school educational organizations cultural and esthetic, natural-science, ekologo-naturalistic, technical, sports and other directions for the purpose of the organization of free time and rest, strengthening of health, professional orientation and intellectual development of the personality.

Chapter 3. Requirements to placement of objects

8. Objects are placed in compliance with the layout and building of city and rural settlements, master plans of development of resort complexes, Rules of building, improvement, technical operation and content of objects of the resort and recreational territory, and also in compliance the Sanitary and epidemiologic rules and standard rates "Sanitary protection zones and sanitary classification of the companies, constructions and other objects" approved by the order of the Government of the Kyrgyz Republic of April 11, 2016 No. 201.

9. Withdrawal of the parcels of land under construction of facilities is performed according to the land legislation of the Kyrgyz Republic.

10. Objects are forbidden to be placed in the territory of sanitary protection zones, the first belt of zone of sanitary protection of sources of water supply and water supply systems of drinking appointment, sanitary gaps from highways, car parks, objects of rail transport, routes of take off and landing of air transport, on the sites which are earlier used under dumps, cattle mortuaries, fields of cesspool cleaning, the cemetery, and also having chemical, bacterial or other pollution of the soil.

11. Indicators of content of harmful chemicals in soil/sand in the territory of object shall correspond to the Hygienic standard rates "Threshold limit values and approximate admissible amounts of chemicals in the soil" approved by the order of the Government of the Kyrgyz Republic of April 11, 2016 No. 201. Specific effective activity of natural radionuclides of soil/sand shall not exceed 370 Bq/kg (unit of measure of activity of radioactive source on 1 kg).

12. In soils/sands in the territories of objects content is not allowed:

- pathogenic bacteria, enteroviruses;

- eggs of geohelminths, larvae and dolls of flies.

13. Degree of epidemic danger of soil/sand is estimated according to table 1 of these Health regulations.

14. Objects are placed in country zone, near forests and reservoirs, from the windward side from sources of noise and pollution of atmospheric air, is higher on current of reservoir concerning sources of pollution and in case of observance of zone of sanitary protection.

15. Through the territory of objects making of the main engineering communications of city (rural) appointment is forbidden: water supply, sewerage, heat supply, electric utility service.

Chapter 4. Requirements to the territory, buildings and rooms of objects

16. The territory of objects is protected, planted trees and shrubs at the rate of at least 6 sq.m on one person, lit at night (illumination level on the earth at least 10th luxury). The objects intended for improvement of children are placed in independent zones and separate from the objects intended for improvement of adults, strip of green plantings at least 100 meters wide.

17. Insolation duration for 50% of the area of the territory, including on game, sports platforms, in rest areas is normalized from 2,5 till 3 o'clock in day.

18. For decrease in natural illumination and insolation in rooms and in the territory of objects, trees land at distance of 15 meters, bushes - 5 meters from windows of buildings.

19. The territory of objects is equipped according to the project documentation: it is protected, depending on appointment, zoned on residential, sports and improving, administrative - with two entrances (the main and economic). Parking lots of motor transport are provided.

20. In the living area of objects sleeping cases, rooms for food, treatments, cultural and mass and administrative household purpose are located. Residential buildings of objects of service personnel are placed separately from the site of the main building.

21. Sports and improving platforms, sports constructions, playgrounds are provided in sports and improving zone of objects.

22. Sports platforms of objects are placed at distance at least 50 meters from sleeping rooms.

23. In administrative zone of objects administrative cases, container areas for collection of garbage and household waste are placed.

24. Containers for collection of solid household and food wastes are established on platforms with waterproof hard surface at distance at least 25 meters from buildings, vacation spots, game and sports platforms.

25. Container areas are equipped from three parties with the windproof barrier exceeding height of the used containers. The sizes of platforms exceed the area of the basis of containers on 1,0 meter from all directions.

26. Buildings of objects are provided with water supply, the sewerage, heating, ventilation, lighting.

27. In the territory of objects and in rooms admissible noise levels are normalized according to the requirements established in Health regulations and standard rates "Noise on workplaces, in rooms of residential, public buildings and in the territory of the housing estate", approved by the order of the Government of the Kyrgyz Republic of April 11, 2016 No. 201.

28. Entrances to buildings of year-round functioning are equipped with platforms or air and thermal veils.

29. For persons with limited opportunities of health in movement the special devices providing their movement on entrances and in the building are provided (ramps for carriages, raznourovnevy handrail, elevators or elevators, specially equipped sanitary and household rooms, entrances and corridors, sufficient on width, in rooms, elevators for movement on beds wheelchairs and other devices).
