In recent years system work on cardinal reforming of the sphere of culture and art, creation of effective system of the state support of cultural institutions and art is carried out.
At the same time the carried-out analysis shows that work on construction and repair of buildings of cultural institutions and art, strengthening of their material and technical resources, improvement of the territories, satisfaction of cultural requirements of the population does not meet the requirements.
For the purpose of further development of the sphere of culture and art, expansion of network of cultural institutions and art and strengthening of their material and technical resources, the organization of high-quality services to the population, and also creations of optimal conditions for state partnership in the field of culture and art:
1. Agree with offers of the Ministry of Culture of the Republic of Uzbekistan, the Agency of cinematography, the Ministry of Economics and finance, Agencies on management of the state assets, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent about implementation of the following forms of public-private partnership in the field of culture and art:
provision in lease on a grant basis the parcels of land transferred to the state partner to permanent use
for construction of buildings of non-state cultural institutions and art;provision in lease on a grant basis the parcels of land transferred to the state partner to permanent use
for construction of facilities of non-state cultural institutions and art with condition of reconstruction and equipment of the existing buildings of public institutions of culture and art with the subsequent patronage;allocation of the parcel of land for construction or the building for reconstruction and equipping on the basis of concession;
provision of unused buildings of public institutions of culture and art (or their parts) for target use to private partners on the right of free use;
