About measures for increase in system effectiveness of integration of scientific and innovative activities
In the country complex measures for increase in role of scientific research in social and economic development of the republic, and also to deepening of integration of science with education and production are performed.
Necessary conditions for providing effective mechanisms of commercialization of domestic developments, expansions of sources of financing of scientific and scientific and technical activities, stimulation of authors of intellectual property items, and also representatives of real production sector are created.
The program of complex measures for strengthening of infrastructure of research establishments and development of innovative activities for 2017 - 2021 is implemented.
At the same time, results of the carried-out analysis testify to availability of number of organizational and practical and infrastructure problems in case of integration of science and production, implementation of scientific, scientific and technical developments into spheres of the state and public life. In particular:
the first, the low level of commercialization of results of applied researches, scientific and scientific and technical activities of the research establishments and scientists of Academy of Sciences of the Republic of Uzbekistan promoting development of production of competitive and knowledge-intensive products is observed;
the second, there is no coordination in the field of implementation of results of scientific and scientific and technical activities, and also performance monitoring of the spent funds for project implementation of scientific and technical programs of basic, applied and innovative researches;
third, there is no link - experienced and experimental and design-technology infrastructure between research institutes and production that constrains effective implementation of scientific and scientific and technical developments in different industries of economy and the social sphere;
the fourth, at the insufficient level is cooperation and interaction between institutes of Academy of Sciences and subjects of real production sector;
