The equipment radio navigational for work in system of satellite navigation of GLONASS or GLONASS/GPS (except devices with function of challenge of the emergency field services and equipments of satellite navigation which are determined by the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) approved by the decision of the Commission of the Customs union of December 9, 2011 No. 877)

availability at the legal entity - the tax resident of member countries of the Eurasian Economic Union of the rights to design and technological documentation in the amount sufficient for production, upgrades and developments of the corresponding products, for the term of at least 5 years;

use of the software on which exclusive right belongs to person - the tax resident of the member country of the Eurasian Economic Union;

availability in the territory of one of member countries of the Eurasian Economic Union of the service center, authorized to perform repair, after-sale and guarantee maintenance of products;

till December 31, 2019 observance of percentage share of foreign components for production of goods - no more than 50 percent of total quantity of the component parts necessary for production of goods;

since January 1, 2020 observance of percentage share of foreign components for production of goods - no more than 30 percent of total quantity of the component parts necessary for production of goods.

In case of determination of percentage share of the foreign components used in case of production only the following components are considered (in the presence):

integrated circuits;

discrete RLC components;

accumulator;

connectors;

printed circuit board;

GLONASS/GPS antennas.

Implementation in the territory of the Russian Federation is at least 2, till December 31, 2019 at least 4, since January 1, 2020 - all from the following transactions (in the presence):

production of the printed circuit board;

installation of elements on the printed circuit board;

insertion of microprograms;

assembly;

production (control and measuring) testing

availability at the legal entity - the tax resident of member countries of the Eurasian Economic Union:

the property rights or other legal causes on design, technological documentation in the amount confirming possibility of production, upgrade and development of the corresponding products for the term of at least 5 years according to the specification on finished product containing: specifications; the specification on finished product with indication of assembly units and details; management (instruction) for operation; scheme of division of product; functional electric circuit; technological instruction; Gerber-files (trace of the printed circuit board and scheme of arrangement of elements); list of component parts;

the property rights or other legal causes on use, modification, upgrade, change of the built-in microprogram providing for the circuitry decision for the term of at least 5 years, including the set of program documentation including: set of texts of programs (initial codes) and binary files microcodes; management on compilation and assembly of the built-in microprogram providing and installation of its binary image as a part of products;

the documents confirming carrying out in the territory of the Russian Federation the following technological transactions: assembly and installation of all elements of electronic component base on the printed circuit board (for the printed circuit boards containing central processing units in the structure); record in non-volatile memory of microprogram providing for the circuitry decision; assembly and installation of finished goods; carrying out engineering supervision of compliance to requirements of specifications of finished product;

monitoring procedure of quantity and quality characteristics of properties of finished product;

availability in the territory of one of member countries of the Eurasian Economic Union, the service center, authorized to perform repair, after-sale, guarantee and post-guarantee maintenance of products;

since January 1, 2019 observance of percentage cost portion of the foreign components used in case of production - no more than 95 percent from total cost of components;

since January 1, 2021 observance of percentage cost portion of the foreign components used in case of production - no more than 80 percent from total cost of components;

since January 1, 2023 observance of percentage cost portion of the foreign components used in case of production - no more than 50 percent from total cost of components.

In case of determination of percentage cost portion of the foreign components used in case of production only the following components are considered (in the presence):

module of the navigation receiver;

GSM/GPRS/UMTS modem;

integrated circuits;

discrete RLC components;

accumulator;

connectors;

printed circuit board;

GLONASS/GPS antennas".
