"If the Federal Law on the federal budget for the next financial year and planning period provides the subvention which is not distributed between subjects of the Russian Federation, such subvention goes to budgets of subjects of the Russian Federation to the purposes specified in Item 1 of these rules.
In case of insufficiency of subventions the public authority of the subject of the Russian Federation addresses no later than September 15 of the current financial year to the Ministry of Construction and Housing and Communal Services of the Russian Federation with request for provision of the subvention which is not distributed between subjects of the Russian Federation (at the same time the documents proving the size of required means according to the list established by the Ministry of Construction and Housing and Communal Services of the Russian Federation are submitted).
