About approval of sanitary and epidemiologic rules and regulations on industrial hygiene

According to the subitem 10) of article 7 of the Law of the Republic of Kazakhstan "About sanitary and epidemiologic wellbeing of the population", I ORDER:

1. Approve the enclosed sanitary and epidemiologic rules and regulations:

1) "Sanitary and epidemiologic requirements to working conditions and consumer services on objects of the oil-extracting industry";

2) "Sanitary and epidemiologic requirements to working conditions and consumer services on objects of the coal industry".

2. (Bayserkin B. S.) to direct to committee of the state sanitary and epidemiological surveillance of the Ministry of Health of the Republic of Kazakhstan this order to state registration in the Ministry of Justice of the Republic of Kazakhstan.

3. To direct to department of organization-legal work of the Ministry of Health of the Republic of Kazakhstan (Akrachkov D. V.) this order to official publication after its state registration in the Ministry of Justice of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-Minister of Health, the Chief state health officer of the Republic of Kazakhstan A.A's Belonog.

5. This order becomes effective from the date of official publication.

Sanitary and epidemiologic rules and regulations "Sanitary and epidemiologic requirements to working conditions and consumer services on objects of the oil-extracting industry"

1. General provisions

1. Sanitary and epidemiologic rules and regulations "Sanitary and epidemiologic requirements to working conditions and consumer services on objects of the oil-extracting industry" (daleesanitarny rules) are intended for physical persons and legal entities which activities are connected with designing, reconstruction, operation of objects for investigation, arrangement and development of oil fields with oil extraction.

2. The following main productions and work types belong to oil-extracting objects by hygienic criteria:

1) rigging-up operations (construction of drilling rigs);

2) drilling of exploratory and operational oil wells;

3) operation of oil fields (production, primary and complex preparation of oil, associated gas);

4) capital and current repairs of wells;

5) testing and development of wells;

6) grouting works.

3. In these health regulations the following terms and determinations are used:

1) objects of the oil-extracting industry - the industry performing oil operations on investigation and development of oil and oil and gas fields, production of hydrocarbonic raw material;

2) arid climate - arid climate with high temperatures of air and small quantity of atmospheric precipitation;

3) prizemny layer of the atmosphere - part of interface of the atmosphere height in several tens of meters from the land surface;

4) productive layers - oil and gas-bearing deposits.

2. Sanitary and epidemiologic requirements to designing and content of objects of the oil industry

4. Placement, design new, expansion and reconstruction of the existing objects shall be performed based on schemes and drafts of the district layout.

5. The scheme of the master plan of complex of objects of the oil industry with general objects (industrial hub) it is necessary to develop according to "The instruction for development of schemes of master plans of groups of companies with general objects (industrial hubs)".

6. Allocation of land under sites of new construction and reconstruction of the existing objects shall be performed in the presence of the conclusion of state bodies of sanitary and epidemiologic service.

7. The sizes of sanitary protection zones (further - the SPZ) from border of the territory of fields and production facilities of the oil-extracting industry shall be established in each case on the basis of the acting the NPA and the sanitary and epidemiologic conclusion of state bodies of sanitary and epidemiologic service.

8. In case of installation and arrangement of often moved objects (drilling rigs, installations for capital and current repairs of wells, for testing and development of wells), separate blocks of production equipment and elements of arrangement, shall be placed taking into account the dominating direction of wind during this period of year.

9. Objects on which intake of raw materials with the high content of hydrogen sulfide is possible shall be placed in well aerated territories.

10. When designing and conducting oil operations the actions directed to protection of personnel and the population in case of emergencies shall be provided and performed (evacuation, application of individual and collective remedies and others).

11. In the territory and in factory buildings of group installations, installations of complex preparation of oil, reservoir parks the device of the basements, channels, wells and other burying which is not provided by the project is not allowed.

12. The basic and account warehouses intended for storage of acids and alkalis shall be placed in relation to settlements on the open aired sites with observance by the SPZ meeting standards alee.

3. Sanitary and epidemiologic requirements to factory buildings, constructions and sanitary and household rooms

13. Factory buildings, constructions and platforms shall be designed taking into account requirements of regulations of process design and these health regulations.

14. Space-planning and constructive solutions of buildings shall provide threading of engineering procedure, mechanization of works and the prevention of distribution of dangerous and harmful production factors to adjacent rooms.

15. The outside installations requiring periodic servicing by workers shall be equipped with local shelters from rainfall, wind, snow and sandy drifts, insolation.

In areas with air temperature in the coldest five-day week minus 40 degrees Celsius (further - °C) and below for the workers servicing the equipment, instrumentations (далееКИП), means of automatic equipment, shall be equipped the warmed shelters.

16. The main workplaces in production rooms and on objects where receipt in air of the working area of hydrogen sulfide is possible, shall be equipped with automatic gas analyzers with the alarm system.

17. Exits from buildings shall be oriented to the party where there are no installations or objects on which release of hydrogen sulfide is possible.

18. In production placings with possible allocation of hazardous substances in air of the working area shall be equipped with all-exchange system of ventilation (the requirement does not extend to drilling rigs).

19. The opening windows shall be provided in structure of the shelter of the drilling rig.

20. Exhaust pipes from diesel engines on drilling rigs shall be removed taking into account the dominating direction of winds on leeward, in relation to production rooms, the party.

21. In areas with severe and frigid climate (I, II and III climatic areas) entrances to production rooms shall be equipped with platforms (the requirement does not extend to drilling rigs).

22. Walls of production rooms with the equipment generating intensive noise and permanent stay of working shall have the noise-absorbing device (the requirement does not extend to drilling rigs).

23. When designing drilling rigs the working platform shall be shumo-and vibroisolated from the reduktorny room, power and pumping blocks.

24. The design and service conditions of floor shall provide the prevention of emergence naledy on floor of the constructions which do not have the shelter from meteorological impacts and to provide timely removal from surface of floor of dirt, lubricating oils, chemical reagents.

25. The floor design boring shall provide drain of liquids, dirt, lubricating oils and chemical reagents.

26. Projects and condition of operation of systems of heating, ventilation and air conditioning on production facilities shall conform to requirements acting Construction Norms and Regulations and others with the NPA.
