Article 1. Bring in the Law of the Republic of Uzbekistan of August 29, 1997 No. 472-I "About the State Customs Service" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1997, No. 9, Art. 230; 1998, No. 5-6, of Art. 102; 2005, No. 1, Art. 18; Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2006, No. 10, Art. 536, No. 12, Art. 657; 2015, No. 8, Art. 312, No. 12, Art. 452; 2018, No. 1, the Art. 1) of change and amendments, having approved its new edition it (is applied).

Article 2. To provide to the State Customs Committee of the Republic of Uzbekistan and other interested organizations execution, bringing to contractors and explanation among the population of essence and value of this Law.

Article 3. To the Cabinet of Ministers of the Republic of Uzbekistan:

bring decisions of the Government into accord with this Law;

provide review and cancellation by state bodies of their regulatory legal acts contradicting this Law.

Article 4. This Law becomes effective from the date of its official publication.

Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of activities of bodies of the State Customs Service of the Republic of Uzbekistan (further - customs authorities).

Article 2. Legislation on the State Customs Service of the Republic of Uzbekistan

The legislation on the State Customs Service of the Republic of Uzbekistan consists of this Law and other acts of the legislation.

Article 3. Main objectives of customs authorities

The main objectives of customs authorities are:

protection of the rights, freedoms and the interests of physical persons and legal entities protected by the law;

within the competence protection of economic interests and ensuring economic safety of the Republic of Uzbekistan;

implementation of customs control and registration;

collection of customs payments;

control of observance of the customs legislation, prevention, identification and suppression of violations of the law, including smuggling;

implementation of monitoring of the foreign trade transactions, the analysis of execution of export-import contracts, and also observance of the foreign exchange legislation when carrying out the foreign trade transactions, in the part concerning customs authorities;

maintaining customs statistics of foreign trade of goods and commodity nomenclature of foreign economic activity;

increase in legal culture of citizens in the customs sphere;

implementation of regular monitoring of efficiency of application of risk management system;

application of modern information and communication technologies and technical means of control in activities of customs authorities;

development of the priority directions of development and enhancement of customs affairs;

ensuring accomplishment of the obligations following from international treaties of the Republic of Uzbekistan in the part concerning customs affairs.

Article 4. Basic principles of activities of customs authorities

The basic principles of activities of customs authorities are legality, unity, openness and transparency, observance and respect of the rights, freedoms and legitimate interests of physical persons and legal entities.

Article 5. Interaction of customs authorities with state bodies and other organizations, institutes of civil society and citizens

Customs authorities in case of accomplishment of the tasks assigned to them interact with state bodies and other organizations, institutes of civil society and citizens.

State bodies and other organizations within the competence shall render assistance to customs authorities in implementation of their activities, and also in counteraction to violations of the customs legislation.

Interaction of customs authorities with the state and other organizations can be performed with use of electronic exchange of information.

The data and documents necessary for accomplishment of the tasks assigned to customs authorities, according to their legal requirements are provided by state bodies and other organizations on free basis.

Chapter 2. Customs authorities, their rights and obligations

Article 6. Customs authorities

Customs authorities are law enforcement agencies.

Customs authorities are the State Customs Committee of the Republic of Uzbekistan, management of the State Customs Committee on the Republic of Karakalpakstan, areas, the city of Tashkent, the specialized customs Tashkent-AERO complex, customs posts, the Highest military customs institute, and also the National film logical center.

Customs authorities are the legal entities having seal with the image of the State Emblem of the Republic of Uzbekistan and with the name.

Customs authorities will be formed and abolished by the President of the Republic of Uzbekistan.

The organizational and regular structure and the extreme number of staff of customs authorities, categories of customs posts affirm the President of the Republic of Uzbekistan.
