ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

 "7.4.

Irrespective of it is included or not in codes of goods item of appendix No. 4 to the Order of the Government No. 356/2012,  Amelanchier Medik wood.,  Aronia Medik.,  Cotoneaster Medik., Crataegus L.,  Cydonia Mill., MalusMill.,  Prunus L.,  Pyracantha M. Roem.,  Pyrus L. and  Sorbus L. in other forms, except:

- shavings, the particles and sawdust fully or partially received from these plants;

- wood packaging material in the form of boxes, boxes, boxes, drums and other similar container, pallets, boxing pallets and other loading platforms, lattices for pallets, fixing material and devices irrespective of they are used actually or not when transporting objects of any type, except the fixing materials used for support of wood loads, and made of wood of the same type and quality as the transported wood and which conform to the phytosanitary requirements of the Union imposed to the transported wood;

but including wood which did not keep the natural rounded surface coming from Canada and the USA

Official declaration that wood:

a) comes from the zone recognized  by the national organization, free from Saperda candida Fabricius, for protection of plants in country of source according to the International standard on phytosanitary measures No. 15, that is specified in phytosanitary certificates in the heading "Additional Declaration"

or

b) it was subjected to thermal treatment at temperature at least 56 °C within at least 30 minutes continuously on all thickness of wood that is specified in phytosanitary certificates;

or

c) it was subjected to ionizing radiation for receipt of the minimum absorbed dose at least 1 кГр on all thickness of wood that shall be specified in phytosanitary certificates

7.5.

Irrespective of it is included or not in codes of goods item of appendix No. 4 to the Order of the Government No. 356/2012, the wood in the form of shaving fully or partially received from  Amelanchier Medik.,  Aronia Medik.,  Cotoneaster Medik.,  Crataegus L.,  Cydonia Mill., MalusMill.,  Prunus L.,  Pyracantha M. Roem.,  Pyrus L. and  Sorbus L., coming from Canada and the USA

Official declaration that wood:

a) comes from the zone recognized by the national organization for protection of plants in country of source as free from  Saperda candida Fabricius according to the International standard on phytosanitary measures No. 15, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

b) it was processed by pieces thickness and width of no more 2,5 of cm,

was exposed to thermal treatment at temperature at least 56 °C within at least 30 minutes continuously on all thickness of shaving that shall be specified in phytosanitary certificates";

"14.1.

The plants intended for landing except scions, saplings, plants of culture of fabrics, pollen and seeds  of Amelanchier Medik., AroniaMedik., Cotoneaster Medik., Crataegus L., Cydonia Mill., Malus Mill., Prunus L., Pyracantha M. Roem., PyrusL. and  Sorbus L., coming from Canada and the USA

Without prejudice to the provisions applied to the plants specified in line items of the 8 and 18 Section 1 of appendix No. 21 and line items 1 and 2 Sections 2 of appendix No. 21 to the Order of the Government No. 356/2012, or in line items 16, of 19, of 19.1, 20 Section of 1 this appendix it is represented, proceeding from each case, the official declaration, confirmatory that plants:

a) were grown up for all their lifecycle in the zone recognized  by the national organization, free from Saperda candida Fabricius, for protection of plants in country of source according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

b) were grown up within at least two years preceding export or, in case of plants is younger than two years, were grown up for all their lifecycle in the production site recognized free from  Saperda candida Fabricius according to the International standard on phytosanitary measures No. 4:

(a) registered and controlled by the national organization for protection of plants in country of source;

and

(b) which annually was exposed to two official checks on identification of any signs of presence of Saperda candidaFabricius which are carried out in phase of development of harmful organism;

and

(c) where plants were grown up in the place:

– Saperda candidaFabricius providing complete physical protection against implementation;

or

– in which preventive processings and which is surrounded with "buffer zone" at least 500 m wide where absence  of Saperda candida Fabricius was confirmed during annually carried out official inspections, in phase of development of harmful organism were applied;

and

(d) just before export of plant were subjected to check for identification of presence  of Saperda candida Fabricius, in particular, in stalks of plants, including, if necessary, to sampling by destructive method";

"15.1.

  Citrus L fruits., Fortunella Swingle,  Poncirus Raf. and their hybrids coming from the non-European countries

Without prejudice to the provisions applied to the fruits specified in line items 15, 15.2, 15.3, 15.4 and 15.5 of the Section of 1 this appendix, the official declaration that:

a) fruits come from the country, acknowledged free from  Xanthomonas citri pv. citri and  Xanthomonas citri pv. Aurantifolii according to the International standard on phytosanitary measures No. 4, provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

b) fruits come from the zone recognized by the national organization for protection of plants in country of source as free from  Xanthomonas citri pv. citri and  Xanthomonas citri pv. Aurantifolii according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration" provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

c) fruits come from the production site recognized by the national organization for protection of plants in country of source as free from  Xanthomonas citri pv. citri and  Xanthomonas citri pv. Aurantifolii according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

d) in production site and direct proximity the phytosanitary processings and acceptances of culture protecting from  Xanthomonas citri pv were carried out. citri and  Xanthomonas citri pv. Aurantifolii;

and

fruits were processed ortofenilfenaty sodium or subjected to other effective processing specified in phytosanitary certificates provided that about this method it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

and

the official checks which are carried out before export showed that at fruits symptoms of presence  of Xanthomonas citri pv are not revealed. citri and  Xanthomonas citri pv. Aurantifolii;

and

data on traceability are entered in phytosanitary certificates;

or

e) in case of the fruits intended for industrial processing, the official checks which are carried out before export showed that at fruits symptoms of presence  of Xanthomonas citri pv are not revealed. citri and  Xanthomonas citri pv. Aurantifolii;

and

in production site and direct proximity the phytosanitary processings and acceptances of culture protecting from  Xanthomonas citri pv were carried out. citri and  Xanthomonas citri pv. Aurantifolii;

and

transportation, storage and processing happened in the conditions specified in phytosanitary certificates to refining of active agent, the minimum temperature of wood, density (g/m 3) and time of impact (h);

and

fruits were transported in individual container with the label containing code of traceability and specifying that fruits are intended for industrial processing;

and

data on traceability are entered in phytosanitary certificates

15.2.

  Citrus L fruits., Fortunella Swingle, Poncirus Raf. and their hybrids coming from other states

Without prejudice to the provisions applied to the fruits specified in line items 15, 15.1, 15.3 and 15.4 of the Section of 1 this appendix it is officially declared that:

a) fruits come from the country, acknowledged free from  Cercospora angolensis Carv. et Mendes according to the International standard on phytosanitary measures No. 4, provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

b) fruits come from zone, acknowledged free from  Cercospora angolensis Carv. et Mendes according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration" provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

c) any symptom of Cercospora angolensisCarv. et Mendes was not noticed in production site and in close proximity it from the beginning of the last vegetative cycle, and any of the fruits collected in production site did not show as a result of official survey of symptoms of presence of this organism

15.3.

  Citrus L fruits., Fortunella Swingle, Poncirus Raf. and their hybrids, except fruits   of Citrus aurantium L. and  Citrus latifolia Tanaka coming from other states

Without prejudice to the provisions applied to the fruits specified in line items 15, 15.1, 15.2, 15.4 and 15.5 of the Section of 1 this appendix it is officially declared that:

a) fruits come from the country, acknowledged free from Phyllosticta citricarpa (McAlpine) Van der Aa according to international standards on phytosanitary regulations provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

b) fruits come from the zone recognized by the national organization for protection of plants in country of source as free from Phyllosticta citricarpa (McAlpine) Van der Aa according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration" provided that about it it was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export;

or

c) fruits come from the production site recognized by the national organization for protection of plants in country of source as free from Phyllosticta citricarpa (McAlpine) Van der Aa according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

and

fruits did not show symptoms of presence of Phyllosticta citricarpa (McAlpine) of Van der Aa as a result of the official check which is carried out on the representative selected test as it is determined according to the International standard by phytosanitary measures No. 7;

or

d) fruits come from production site in which phytosanitary processings and cultural events against Phyllosticta citricarpa (McAlpine) van der Aa were held;

and

official checks in production site were carried out during the vegetative period from the beginning of the last vegetative cycle, and at fruits any symptom caused by presence of Phyllosticta citricarpa (McAlpine) of van der Aa was not observed;

and

at the fruits collected from this production site symptoms of Phyllosticta citricarpa (McAlpine) of Van der Aa as a result of the official check which is carried out before export on the representative gathered test determined according to the International standard by phytosanitary measures No. 7 are not revealed;

and

data on traceability are entered in the heading "Additional Declaration" of phytosanitary certificates;

or

e) in case of the fruits intended for industrial processing at fruits symptoms of presence of Phyllosticta citricarpa (McAlpine) of Van der Aa before export were not shown, during the official check which is carried out on the representative selected test as it is determined according to the International standard by phytosanitary measures No. 7;

and

the declaration that fruits come from production site in which phytosanitary processings against Phyllosticta citricarpa (McAlpine) Van der Aa executed in phase of development of harmful organism were carried out and it is specified in phytosanitary certificates in the heading "Additional Declaration";

and

transportation, storage and processing happened in the conditions specified in phytosanitary certificates to refining of active agent, the minimum temperature of wood, density (g/m 3) and time of impact (h);

and

fruits were transported in individual container, with the label containing code of traceability and specifying that fruits are intended for industrial processing;

and

data on traceability are entered in phytosanitary certificates";

"15.5.

 Capsicum fruits (L.), CitrusL., except Citrus limon (L.) Osbeck. and Citrus aurantiifolia (Christm.) Swingle, Prunus persica (L.) Batsch and  Punicagranatum L., coming from the countries of the African continent, Cape Verde, Saint Elena, Madagascar, Reunion, Mauritius and Israel

Without prejudice to the provisions applied to the fruits specified in line items 15, 15.1, 15.2, 15.3 and 15.4 of the Section of 1 this appendix it is officially declared that:

a) come from the country, acknowledged free from Thaumatotibia leucotreta(Meyrick) according to the International standard on phytosanitary measures No. 4;

or

b) come from the zone recognized by national authority in the phytosanitary sphere in the country of export as free from  Thaumatotibia leucotreta (Meyrick) according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

c) come from the production site recognized by national authority in the phytosanitary sphere in the country of export as free from  Thaumatotibia leucotreta(Meyrick) according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

and

official checks in production site during the vegetative period, including visual survey of representative selections of fruits from which followed that they are free from Thaumatotibia leucotreta (Meyrick) were carried out;

or

d) were subjected to effective processing at low temperatures for ensuring absence of Thaumatotibia leucotreta (Meyrick) or other effective processing for ensuring absence of Thaumatotibia leucotreta (Meyrick), and data on processing shall be specified in phytosanitary certificates, in the heading "Additional Declaration" provided that the method of processing was reported to the Commission in advance in writing by national authority in the phytosanitary sphere of the country of export";

"18.1.

Plants  of Casimiroa La Llave,    Choisya Kunth Clausena Burm. f.,  Murraya J.Koenig ex L.,  Vepris Comm,  Zanthoxylum L., except fruits and seeds, coming from other states

Without prejudice to the provisions applied to the plants specified in line items 18 and 18.2 Sections of 1 this appendix it is officially declared that:

a) plants come from the country where there is  no Trioza erytreae Del Guercio;

or

b) plants come from the zone recognized  by the national organization, free from Trioza erytreae Del Guercio, for protection of plants according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

c) plants were grown up in the production site registered and controlled by the national organization for protection of plants of the relevant state;

and

where plants are placed in the place which provides complete physical protection against implementation  of Trioza erytreae Del Guercio;

and

where during the last complete vegetative cycle before transportation two official checks as a result of which any sign of presence  of Trioza erytreae Del Guercio in this place and in surrounding zone at least 200 m wide was not noticed were carried out

18.2.

Plants of types  of Solanum L., with tubers or hundred-bosoms, or their hybrids intended for landing except tubers  of Solanum tuberosum L. specified in line items 18, 18.1 or 18. 2, and except material for content of culture which is stored in gene banks and collections of genetic storages, except seeds of plants of type  of Solanum tuberosum L., specified in line item 18.3.

a) Plants contained in conditions of quarantine and are acknowledged free from harmful organisms throughout quarantine tests;

b) the quarantine tests mentioned in Item a):

(a) are under the supervision of the official organization for protection of plants in the country of export and are carried out by specialized technicians of this organization or another officially the appointed body;

(b) are performed in the place provided for detention of harmful organisms and for preserving material, including also plants indicators so that to eliminate any risk of distribution of harmful organisms;

(c) are performed on each unit of material;

 – by visual survey through regular periods, throughout at least one vegetative cycle, concerning material type and phase of its development during the program of testing for the symptoms caused by any harmful organisms;

– by testing according to the approved methods;

– in case of any potato material, at least, on:

– Andean potato latent virus;

– Arracacha virus B., susa oca;

– virus of black ring spottiness of potatoes;

– вироид veretenovidnost of tubers of potatoes;

– Potato virus T;

– Andean potato mottle virus;

– general viruses of potatoes: A, M, S, V, X and Y (including Yo, Yn and Yc) and virus of twisting of leaves of potatoes;

–  Clavibacter michiganensis ssp. sepedonicus (Spieckermann and Kotthoff) Davis et al.;

– Ralstonia solanacearum (Smith) Yabuuchi et al.;

– in case of seeds of plant of type  of Solanum tuberosum L., except specified in line item 18.2, at least, on presence of above-mentioned viruses and viroid;

(d) by adequate testing for any other symptoms found in case of visual inspection on identification of harmful organisms which caused the corresponding symptoms;

– any material which in case of the tests specified in Item b), was not acknowledged free from the harmful organisms specified in the subitem (b) is destroyed directly or is exposed to procedures of removal harmful (harmful) organism (organisms);

– each organization or research body owning this material inform national authority on protection of plants of country of source on the available material.";

"18.3.

Seeds of plants of type  of Solanum tuberosum L., except specified in line item 18.3

It is officially declared that:

Seeds come from plants which correspond, proceeding from each case, to the requirements provided in line items 18, 18.1 and 18.2;

and

a) seeds come from the zones known as free from   Synchytrium endobioticum(Schilbersky) Percival, Clavibacter michiganensis ssp. sepedonicus (Spieckermann and Kotthoff) Davis et al.,   Ralstonia solanacearum(Smith) Yabuuchi et al. and from viroid of veretenovidnost of tubers of potatoes;

or

b) seeds answer all to the stated below conditions:

(a) are made in the place where from the beginning of the last vegetative cycle any symptom of the diseases caused by the harmful organisms specified in Item a was not revealed);

(b) are made in the place where the following actions were taken:

– department of production site of these plants from production site of other plants of family of solanaceous and other plants owners of viroid of veretenovidnost of tubers of potatoes;

- prevention of contacts with personnel and with such elements as tools, machines, vehicles, reservoirs and packaging materials of other production sites of other solanaceous plants and other plants owners of viroid of veretenovidnost of tubers of potatoes, or acceptance of hygienic measures concerning the personnel or products coming from production sites of other solanaceous plants owners of viroid of veretenovidnost of tubers of potatoes for prevention of infection;

- use only of that water in which there is no of the harmful organisms specified in this Item";

"25.7.1.

Plants  of Solanum lycopersicum L. and  Solanum melongena L., except fruits and seeds

Without prejudice to the provisions applied to the plants specified in line item of the 13th Section 1 of appendix No. 21 to the Order of the Government No. 356/2012 and in line items 25, 25.7, 25.8, 28.1 and 45.2 of the Section of 1 this appendix, the official declaration that plants:

a) come from the country, acknowledged free from Keiferia lycopersicella(Walsingham) according to the International standard on phytosanitary measures No. 4;

or

b) come from the zone recognized by the national organization for protection of plants in country of source as free from Keiferia lycopersicella (Walsingham) according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates, in the heading "Additional Declaration"

25.7.2.

 Solanum lycopersicumL fruits. and  Solanum melongena L.

Official declaration that fruits:

a) come from the country, acknowledged free from Keiferia lycopersicella(Walsingham) according to the International standard on phytosanitary measures No. 4;

or

b) come from the zone recognized by the national organization for protection of plants in country of source as free from Keiferia lycopersicella (Walsingham) according to the International standard on phytosanitary measures No. 4, that is specified in phytosanitary certificates in the heading "Additional Declaration";

or

c) come from the production site recognized by the national organization for protection of plants in country of source as free from Keiferia lycopersicella(Walsingham) on the basis of official checks and the investigations made within the last three months before export that is specified in phytosanitary certificates in the heading "Additional Declaration";

"6.1.

  Ulmus L plants., intended for landing, except seeds

The official declaration that in production site or in close proximity to it any symptom of presence of Candidatus from the beginning of the last complete vegetative cycle was not revealed";

"9.

  Citrus L plants., ChoisyaKunth,  Fortunella Swingle,  Poncirus Raf. both their hybrids, and  Casimiroa La Llave, ClausenaBurm f.,  Murraya J. Koenig ex L.,  Vepris Comm.,  Zanthoxylum L., except fruits and seeds

Official declaration that plants:

a) come from the zone recognized  by the national organization, free from Trioza erytreae Del Guercio, for protection of plants according to the International standard on phytosanitary measures No. 4;

or

b) were grown up in the production site registered and controlled by competent authorities in the country of export;

and

where plants are placed in the place providing complete physical protection against implementation  of Trioza erytreae Del Guercio;

and

where during the last complete vegetative cycle before transportation two official checks as a result of which any sign  of presence  of Trioza erytreae Del Guercio in this place and in surrounding zone at least 200 m wide was not noticed were carried out";

"16.1.

  Pinus L plants., intended for landing, except fruits and seeds

Without prejudice to the provisions applied to the plants specified in line item of 1 Section 1 of appendix No. 21 to the Order of the Government No. 356/2012 and line items 8, 8.1, 9, of the 10th Section 1 and line items 2, of 3, of 7, of 8, of 9, of 10, of 11, 12 and 16 undressed 2 presents of appendix, the official declaration that:

a) plants were grown up for all their lifecycle in production sites in the countries where there is    no Thaumetopoea pityocampa Denis & Schiffermuller;

or

b) plants were grown up for all their lifecycle in the zone recognized    by the national organization, free from Thaumetopoea pityocampa Denis & Schiffermuller, for protection of plants according to the International standard on phytosanitary measures No. 4;

or

c) plants were grown up in nurseries, including their vicinities which were acknowledged free from  Thaumetopoea pityocampa Denis & Schiffermuller based on official checks and the investigations made in phase of development of harmful organism;

or

d) plants were grown up for all their lifecycle in the place providing complete physical protection against implementation  of Thaumetopoea pityocampa Denis & Schiffermuller and were checked in phase of development of harmful organism, at the same time was determined that they are free from  Thaumetopoea pityocampa Denis & Schiffermuller

"20.3.

The plants with root planted or intended for landing, which are grown up in the open ground

Evidence shall be produced that plants occur from the field known as free from Globodera rostochiensis(Wollenweber) Behrens

(Azores)";

  Prunus L plants., intended for landing, except seeds

Without prejudice to the provisions applied to the plants specified in line items of the 9 and 18 Section 1 of appendix No. 21 to the Order of the Government No. 356/2012 or in line items 19.1, 23, 23.1 Sections 1 or line items 11 and 15 Sections 2 presents of appendix, the official declaration that:

a) plants were grown up for all their lifecycle in production sites in the countries where it is considered that there is  no Xanthomonas arboricola pv.  pruni(Smith) Vauterin et al.;

or

plants were grown up for all their lifecycle in zone, acknowledged free from  Xanthomonas arboricola pv.  pruni(Smith) Vauterin et al. the national organization for protection of plants according to the International standard on phytosanitary measures No. 4;

or

c) plants were received directly from uterine plants at which any symptom of presence of Xanthomonas arboricolapv was not observed.   pruni (Smith) Vauterin et al. during the last complete vegetative cycle,

and

any symptom of presence  of Xanthomonas arboricola pv was not noticed.   pruni (Smith) Vauterin et al. on plants from production site from the beginning of the last complete vegetative cycle;

or

d) in case of plants  of Prunus laurocerasus L. and  Prunus lusitanica L., for which there are proofs following from their packaging or other means from which follows that they are held for sale to final consumers who do not participate in professional production of plants any symptom of presence  of Xanthomonas arboricola pv was not noticed.   pruni (Smith) Vauterin et al. on plants from production site from the beginning of the last complete vegetative cycle

"21.4.

 Palmae plants intended for landing, with diameter of stalk at the basis over 5 cm, and belonging to the following childbirth:  Brahea Mart., ButiaBecc.,  Chamaerops L., JubaeaKunth,  Livistona R. Br.,  Phoenix L.,  Sabal Adans.,  Syagrus Mart., TrachycarpusH. Wendl.,  Trithrinax Mart.,  Washingtonia Raf.

Without prejudice to the provisions applied to the plants specified in line item of the 17th Section 1 of appendix No. 21 to the Order of the Government No. 356/2012 or in line items 37 and 37.1 Sections 1 or in line item 27 Sections 2 presents of appendix, the official declaration that plants:

a) were grown up for all their lifecycle in production sites in the countries where it is considered that there is no Paysandisia archon (Burmeister);

or

b) were grown up for all their lifecycle in the zone recognized  by the national organization, free from Paysandisia archon (Burmeister), for protection of plants according to the International standard on phytosanitary measures No. 4;

or

c) within at least two years preceding export or transportation were grown up in production site:

– registered and controlled by the national organization for protection of plants in country of source;

and

– where plants were placed in the place providing complete physical protection against implementation of Paysandisia archon (Burmeister);

– where during three official checks which are carried out within year including before transportation from this production site, any symptom of presence of Paysandisia archon (Burmeister) was not noticed

 Palmae plants intended for landing, with diameter of stalk at the basis over 5 cm and belonging to the following taxons:  Areca catechu L., Arenga pinnata (Wurmb) Merr.,  Bismarckia Hildebr. & H. Without prejudice to the provisions applied to the plants specified in line item of the 17th Section 1 of appendix No. 21 to the Order of the Government No. 356/2012 or in line items 37 and 37.1 Sections 1 or in line item 27 Sections 2 presents of appendix, the official declaration that plants:

a) were grown up for all their lifecycle in production sites in the countries where there is no Rhynchophorus ferrugineus (Olivier);

or

b) were grown up for all their lifecycle in the zone recognized  by the national organization, free from Rhynchophorus ferrugineus (Olivier), for protection of plants according to the International standard on phytosanitary measures No. 4;

or

c) within at least two years preceding export or transportation were grown up in production site:

– registered and controlled by the national organization for protection of plants in country of source,

and

– where plants were placed in the place providing complete physical protection against implementation of Rhynchophorus ferrugineus (Olivier);

and

– where during three official checks which are carried out within year including before transportation from this production site, any symptom of presence of Rhynchophorus ferrugineus (Olivier) was not noticed

Without prejudice to the provisions applied to the plants specified in line item of the 45th Section of 1 this appendix depending on each case, the official declaration that plants:

a) come from the zone known as free from Bemisia tabaciGenn. (European populations);

or

b) any symptom of presence  of Bemisia tabaci Genn was not noticed. (the European populations) at these plants during the official checks which are carried out at least once in three weeks within nine weeks preceding sale;

or

c) in case of detection  of Bemisia tabaci Genn. (the European populations) in plant production site which were stored or were made in this production site, were subjected to the phytosanitary processing providing absence  of Bemisia tabaci Genn. (the European populations), and as a result that production site was established as free from  Bemisia tabaci Genn. (the European populations) as as a result of application of phytosanitary procedures for destruction  of Bemisia tabaci Genn. (the European populations), and during the official checks which are carried out at least once a week within three weeks preceding transportation from production site and also on the basis of the procedures for supervision applied during all specified period;

or

d) for plants on which there are confirmations following from their packaging or development of their flowers or from other means that they are intended for direct sale to final consumers who do not participate in professional production of plants, these plants were officially checked and was determined that they are free from Bemisia tabaciGenn. (the European populations) just before transportation
