2. Realization of the powers provided by this resolution is performed by Federal Nature Management Supervision Service within the number of her workers, and also budgetary appropriations provided to Service in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

Changes which are made to the Order of the Government of the Russian Federation of December 8, 2015 No. 1342

1. "1. These rules establish procedure, form and terms of submission of the reporting on accomplishment of standard rates of waste recycling from use of goods (further respectively - waste, standard rates of utilization, the reporting) concerning goods, packaging of the goods included in the inventory, packagings of the goods which are subject to utilization after loss of consumer properties by them, No. 2970-r approved by the order of the Government of the Russian Federation of December 28, 2017 (further respectively - the list, packaging of goods, goods), the legal entities and individual entrepreneurs performing production in the territory of the Russian Federation and import from the third countries or import from state members of the Eurasian Economic Union of goods, packagings of goods (further respectively - producers of goods, importers of goods), and also accounting treatment and control of accomplishment of the established standard rates of utilization.

2. In case of creation of the reporting are not considered:

a) goods which are exported from the Russian Federation;

b) packaging of goods which are exported from the Russian Federation.";

c) add with Item 2 (1) the following content:

"2(1). The reporting concerning multiturnover packaging as ready goods is submitted the producer of goods, the importer of goods who released in the territory of the Russian Federation such packaging.";

d) state Item 3 in the following edition:

"3. The reporting is submitted:

a) producers of goods in the relation:

the goods made in the territory of the Russian Federation;

packagings of the goods made in the territory of the Russian Federation;

b) importers of goods in the relation:

the goods imported from state members of the Eurasian Economic Union;

the goods imported from the third countries to the Russian Federation and which underwent the corresponding customs transactions;

packagings of the goods imported from state members of the Eurasian Economic Union;

packagings of the goods imported from the third countries to the Russian Federation and which underwent the corresponding customs transactions;

c) the association (union) created by producers of goods, importers of goods (further - association), - in case, stipulated in Item the 5th article 24.2 of the Federal law "About Production Wastes and Consumption", in the relation:

the goods imported from state members of the Eurasian Economic Union;

the goods imported from the third countries to the Russian Federation and which underwent the corresponding customs transactions;
