About entering of amendments and changes into the Resolution of Council of Ministers of the Republic of Belarus of March 4, 2016 No. 180

Council of Ministers of the Republic of Belarus DECIDES:

1. Bring in the State program "Culture of Belarus" for 2016-2020 approved by the resolution of Council of Ministers of the Republic of Belarus of March 4, 2016 No. 180 (The national legal Internet portal of the Republic of Belarus, 23.03. 2016, 5/41814; 15:12. 2016, 5/43023; 19:12. 2017, 5/44544), following amendments and changes:

1.1. the second offer of Chapter 1 to add with the words "and the Sustainable development goals announced by the General Assembly of the United Nations including on ensuring openness, safety, resilience and ecological stability of the cities and settlements, assistance forward, all-embracing and to sustained economic growth, full and productive employment and decent work for all";

1.2. the second Chapter 5 to add part with the paragraph the sixth the following content:

"updating (replenishment and repair) of fund of musical instruments of cultural institutions and education (further - task of the 5th subprogramme 2). Customers - the Ministry of Culture, regional executive committees, the Minsk Gorispolkom.";

1.3. the second Chapter 6 to add part with paragraphs the seventh and eighth the following content:

"quantity of the purchased musical instruments (at least 2120 units till 2020). The specified target indicator characterizes accomplishment of task of the 5th subprogramme 2;

share of the repaired (recovered) musical instruments (in 2020 - 17, percent). The specified target indicator characterizes accomplishment of task of the 5th subprogramme 2.";

1.4. state Chapter 7 in the following edition:

"Chapter 7 Financial provision of implementation of the State program

Sources of financing of actions of the State program are means republican and local budgets, own means of the organizations, and also other sources which are not prohibited by the legislation.

On implementation of the State program means in the amount of 2 912 221 609, 3 rubles, including from the republican budget 522 043 046, of the 8th ruble, from local budgets - 1 826 754 266, the 25th ruble, own means of the organizations - 563 424 296, the 25th ruble, including by years will be required:

2016 - 483 354 613, 31 ruble, from them the republican budget - 86 002 734 rubles, local budgets - 310 515 360, the 11th ruble, own means of the organizations - 86 836 519, 2 rubles;

2017 - 529 715 753, 94 rubles, from them the republican budget - 93 078 141 rubles, local budgets - 333 672 985, the 25th ruble, own means of the organizations - 102 964 627, the 69th ruble;

The amounts of financing of subprogrammes constitute:

subprogrammes 2 "Art and creativity" - 1 946 334 455, the 08th ruble;

subprogrammes 3 "Archives of Belarus" - 81 070 623, the 09th ruble;

subprogrammes 4 "Belarusians in the world" - 2 900 021, 2 rubles.

Financial provision of implementation of the State program is provided according to appendix 2.

The complex of actions of the subprogramme 1 "Heritage" is provided according to appendix 3.

The complex of actions of the subprogramme 2 "Art and creativity" is provided according to appendix 4.

The complex of actions of the subprogramme 3 "Archives of Belarus" is provided according to appendix 5.

The complex of actions of the subprogramme 4 "Belarusians in the world" is provided according to appendix 6.";

1.5. 10 to add the paragraph of chapter 8 with the words "and educations in the field of culture";

1.6. to state part one of the Section "Financial Provision of the Subprogramme" of Chapter 11 in the following edition:

"The amount of financing of the subprogramme constitutes 881 916 509, 93 rubles, including from the republican budget - 193 692 603, the 99th ruble, from local budgets - 597 395 613, the 36th ruble, at the expense of own means of the organizations - 90 828 292, the 58th ruble, from them by years of realization:

2016 - 154 702 681, 25th ruble;

2017 - 161 213 442, 81 rubles;

2018 - 169 576 402, 72 rubles;

2019 - 190 987 015, 63 rubles;

2020 - 205 436 967, 52 rubles.";

1.7. in Chapter 12:

1.7.1. in the Section "Characteristic of Current Status and Forecast of Development of Art and Creativity of the Republic of Belarus":

after part four to add the Section with part of the following content:

"Education in the field of culture is provided by 3 institutions of higher education, 20 organizations of secondary vocational education and 408 children's schools of arts.";

About 7,3 of one thousand units of musical instruments have absolute depreciation and are subject to write-off.

Requirement of the organizations of culture and organizations of education for new musical instruments for 2018-2020 makes 6,7 of one thousand units on the amount of the 54th 939, thousand rubles, requirement of the organizations of culture and organizations of education in the field of culture under repair (recovery) of musical instruments makes 7450 units on the amount 3005, of 9 thousand rubles.";

The target indicator on share of the repaired (recovered) musical instruments (in 2020 - percent 17,3) reflects extent of recovery of musical instruments proceeding from requirement under repair (recovery) and is established taking into account requirement and degree of depreciation of fund of musical instruments, is optimum from the point of view of financial opportunities of the organizations of culture and organizations of education in the field of culture.";

1.7.3. to state part one of the Section "Financial Provision of the Subprogramme" in the following edition:

"The amount of financing of the subprogramme constitutes 1 946 334 455, the 08th ruble, including from the republican budget - 297 587 133, ruble, from local budgets - 1 181 578 978, the 45th ruble, at the expense of own means of the organizations - 467 168 343, 02 rubles, from them by years of realization:

2016 - 315 047 859, 39th ruble;

2017 - 354 189 740, 04 rubles;

2018 - 415 666 812, 7th ruble;

2017 - 13 831 829, 09th ruble;

2018 - 15 166 471, 51 rubles;
