About interaction on prevention and liquidation of the centers of diseases and wreckers of the wood in the border territories of the State Parties of the CIS

The governments of the State Parties of this agreement which further are referred to as with the Parties

based on the Agreement on cooperation in the field of timber processing complex and forestry of September 11, 1998, the Convention on frontier cooperation of the State Parties of the Commonwealth of Independent States of October 10, 2008,

developing provisions of the Agreement on prevention and suppression of the natural fires in the border territories of the State Parties of the Commonwealth of Independent States of May 31, 2013,

recognizing importance of cooperation for the purpose of prevention of diseases and distribution of wreckers of the wood on the adjacent territories of the State Parties of the CIS,

agreed as follows:

Article 1

For the purposes of this agreement the main terms having the following values are used:

forest types of harmful organisms – live types of organisms (wreckers and causative agents of infectious diseases of plants), capable in case of certain increase in number or the level of development and distribution to cause ecological and economic damage to the wood and forest products;

forest pathological monitoring – subsystem of environmental monitoring, system of collection, the analysis and use of information on forest pathological and sanitary condition of the woods, development and distribution of the centers of wreckers and diseases of the wood, and damage (defeat) of the woods by other adverse natural and anthropogenous factors. It is carried out for the purpose of the forecast of forest pathological situation and decision making for planning and implementation of actions for protection of the woods;

authorized bodies – the state bodies and/or the organizations of the State Parties of this agreement given the Parties authority on decision making and implementation of actions for implementation of this agreement.
