Article 1. Article 4 of the Law of the Republic of Armenia "About content of detainees and the arrested persons" (of February 6, 2002, ZR-305, further - the Law) to add with part 2 following of content:
"Governors have no powers of coordinating of activities of places of content of detainees and places of content of arrested.".
Article 2. To state article 32 of the Law in the following edition:

Each detained person in the place of content of detainees or in the arrested person in the place of content of prisoners have the right to report without delay about it by means of the possible means of communication to person chosen by it.
The administration of the place of content of detainees shall tell without delay and acceptance of the detained person to the place of content of detainees or transfer from one organization in another to person chosen as the detained person if the detained person could not use the right provided by part of 1 this Article.
The administration of the place of content of arrested shall no later than within three days in writing to report about acceptance of the arrested person to the place of content of arrested or transfer from one organization in another to person chosen as the arrested person if the detained person could not use the right provided by part of 1 this Article.".
Article 3. This Law becomes effective for the tenth day after its official publication.
