According to the resolution of the Cabinet of Ministers of Ukraine of June 29, 2000 N1039 "Questions of the State Inspection on Energy Saving", orders of the State Committee of Ukraine on energy saving of 10.08.98 the N60 "About Approval of the List of Paid Services Which Are Provided to the Companies and the Organizations by the State Inspectorate for Energy Saving" registered in the Ministry of Justice of Ukraine 17.08.98 for N512/2952 and of 02.12.99 N103 "About Entering of Amendments into the List of Paid Services Which Are Provided to the Companies and the Organizations by the State Inspectorate for Energy Saving", registered in the Ministry of Justice of Ukraine 17.12.99 for N883/4176,

I ORDER:

1. Approve Calculation of the prices paid services which are provided by the State inspectorate for energy saving which is applied.

2. To the head of department of legal and normative support of energy saving O.M.'s Waterless valley, State inspectorate for energy saving (to Gamanyuk L. Yu.) in 5-day time tax on state registration in the Ministry of Justice of Ukraine the order "About Approval of Calculation of the Prices for Paid Services Which Are Provided by the State Inspectorate for Energy Saving".

3. Abolish the order of the State inspectorate for energy saving of January 14, 1997 of N4 "About Commissioning of the Price List N 26-05-28/XIII".

4. To impose control of execution of this order on the vice-chairman of Committee of Zhovtyansky VA.

Calculation of the prices for the paid services provided by the State inspectorate for energy saving

 

1. General provisions

1.1. This Calculation of the prices N1039 "Questions of the State Inspection on Energy Saving", the order of the State committee of Ukraine on energy saving of N60 "About Approval of the List of Paid Services Which Are Provided to the Companies and the Organizations by the State Inspectorate for Energy Saving" registered in the Ministry of Justice of Ukraine 17.08.98 for N512/2925 is developed of 10.08.98 according to the resolution of the Cabinet of Ministers of Ukraine of June 29, 2000 (with changes and amendments).

This Calculation of the prices is intended for implementation of calculations for services which are provided by the State inspectorate for energy saving to all companies and the organizations, irrespective of their departmental accessory and patterns of ownership.

1.2. The prices specified in this Calculation are determined based on calculation of one man-day of specialists of the State inspectorate for energy saving.

1.3. In the prices overheads are considered.

1.4. Borders of numerical parameter values of the equipment (capacity, paroproduktivnost, heatproductivity and so forth) shown with the word "to" should be understood inclusive.

1.5. By the prices it is considered:

- execution of the admission to work;

- the cost of the specifications and technical documentation and information transferred to the customer.

1.6. In the prices the cost of such services which shall be provided by the Customer is not considered:

- provision of necessary documentation;

- provision of technical assistance for removal of indications of metering devices;

- giving electro-and heatenergy resources for control measurements.

1.7. The prices are determined for the works performed in normal conditions and within standard structures of works in Sections of calculation. In case of performance of works in the conditions reducing labor productivity or being harmful and heavy for health the corresponding coefficients from Section 1 of the table of coefficients are applied.

1.8. The repeated challenge of the inspector on fault of the Customer is paid using to the cost of works of the corresponding coefficients specified in introductory instructions to Sections of the price list.

1.9. The prices are determined for the works performed at air temperature on workplace from 0 hail. With to the 40th hail. With inclusive.

In case of performance of works in the conditions of the reduced or increased air temperatures on workplace the coefficients specified in item 1.5 of the table of coefficients are applied to the prices.

1.10. In case of accomplishment of services in the territory of the Customer which is from the location of structural division of the State inspectorate for energy saving at distance in case of which payment to inspectors of price-work expenses is provided surcharge over the specified price using the coefficient specified in item 2 of the table of coefficients is performed.

1.11. The prices of the price list do not consider the cost of use of portable laboratories. In case of requirement of use of portable laboratory surcharge using the coefficient specified in item 3 of the table of coefficients is performed.

1.12. Decrease in stated prices can be applied in the amount of 50 percent to budgetary institutions, in particular:

- hospitals, polyclinics, nursing home and disabled people, sanatoria and other medical institutions;

- schools, technical schools, higher educational institutions, schools and other educational institutions;

- kindergartens and day nursery, orphanages and other child care facilities.

1.13. On the services which are not provided by this price list in the consent of the parties one-time standard rates of expenses of working hours can be established, and the price of service is calculated based on calculation of cost of one man-day of specialists of the State inspectorate for energy saving.

1.14. The price for a fee of service is determined in the agreement behind signatures of heads of the Customer and Contractor.

If this service has not incidental character, then calculation shall be transferred to NAER for generalization and inclusion in addition to this price list.

1.15. For transfer of natural fuel in conditional it is necessary to use translated coefficients which are applied by Goskomstat:

- 1 Gcal - 0,143 of t of conditional fuel (tce)

- 1 thousand kW hour - tce 0,123.

4. Application of coefficients of Section 1 of the table of coefficients in the presence in introductory instructions of the price list of coefficients which consider the conditions of performance of works similar to the conditions given in Section 1 of the table, except for by item 1.4.5 is not allowed. Surcharge for works which are performed in the conditions specified in Sections 2, 3 tables of coefficients are calculated by application to the price of work of the coefficients specified in these Sections.

1. The cost of works on issue of forms of energy passports, assistance on their creation and consultation concerning their maintaining is specified in this Section.

2. In case of issue of forms of power passports to the companies which financing comes from the Government budget of Ukraine the cost of works is determined by PEZ-01001 quotation using 0,25 coefficient.

3. In case of issue of forms of power passports to the companies in which no more than 4 Sections are filled in the cost of works is determined by the corresponding quotations using 0,75 coefficient.

4. Structure of works on this Section:

issue of set of forms of power passports and their registration;

provision of consulting services in questions of their filling, maintaining;

acquaintance with features of filling of tables of power passports.

Section 2. Provision of technical requirements on effective use of natural gas (energy carriers) for development of the project documentation on construction of facilities (companies)

1. The cost of works on issue of "Technical requirements on effective use of natural gas (energy carriers)" (further - "Technical requirements") for development of the project documentation on construction of production and household facilities is specified in this Section.

2. In case of issue of Technical requirements for development of the project documentation on replacement or reconstruction of objects the cost of works is determined by the corresponding quotation on objects of new construction using 0,75 coefficient.

3. The cost of works which are performed is specified without departure on construction object. In case of requirement of departure the cost of works is determined using 1,25 coefficient.

4. Cost of works on PEZ-02001 quotations - PEZ-02017 is determined, proceeding from total heatproductivity of all coppers (steam and water heating) in Gcal/hour which are considered in the project. At the same time the paroproduktivnost of boilers is listed from calculation: 1 t/hour = Gcal/hour 0,54.

5. Structure of works on this Section:

consideration and analysis of technical characteristics of object (appointments, operating mode, expenses PEER, conditions of connection to engineering networks), materials and documents necessary for receipt of Technical requirements by the customer (designer) for development of the project documentation;

departure, in case of requirement, on the company for assessment of technical condition of the equipment, level of use of fuel, the electric power and secondary energy resources (for receipt of necessary data concerning reconstruction and modernization of the gas-using and power using equipment);

preparation and issue to the customer of Technical requirements.
