Article 1

Bring in the Federal Law of November 29, 2010 No. 326-FZ "About compulsory medical insurance in the Russian Federation" (The Russian Federation Code, 2010, No. 49, Art. 6422; 2011, No. 49, Art. 7047; 2012, No. 49, Art. 6758; 2013, No. 48, Art. 6165; 2014, No. 30, Art. 4269; No. 49, Art. 6927; 2015, No. 51, Art. 7245; 2016, No. 1, Art. 52; No. 27, Art. 4183; 2017, No. 1, Art. 12, 13) following changes:

Part 2 of Article 20 to add 1) with Item 7.2 of the following content:

"7. 2) to use means of the normalized safety stock of territorial fund for joint financing of expenses of the medical organizations on compensation of doctors and average medical personnel according to the procedure, provided by part 6.6 of article 26 of this Federal Law;";

2) in Article 26:

a) add part 6 with item 4 of the following content:

"4) for joint financing of expenses of the medical organizations on compensation of doctors and average medical personnel.";

b) add with part 6.6 following of content:

"6.6. Funds of the normalized safety stock of territorial fund for the purposes specified in item 4 of part 6 of this Article are provided by territorial fund to the medical organizations of the state health care system and municipal health care system giving primary health care according to territorial programs of compulsory medical insurance. The means of the normalized safety stock specified in this part are provided to the relevant medical organizations based on the agreement which standard form and procedure for the conclusion affirm authorized federal executive body. The procedure for forming of means of the normalized safety stock, condition of their provision to the medical organizations and procedure for their use are established by authorized federal executive body.";
