About introduction of amendments to articles 159 and 160 of the Housing code of the Russian Federation

Article 1

Bring in the Housing code of the Russian Federation (The Russian Federation Code, 2005, No. 1, Art. 14; 2007, No. 1, Art. 21; 2011, No. 23, Art. 3263; 2012, No. 53, Art. 7596; 2015, No. 27, Art. 3967) following changes:

1) in Article 159:

a) state part 5 in the following edition:

"5. Subsidies are not provided to citizens in the presence at them confirmed with the court resolution of outstanding debt which took legal effect on payment of premises and utilities which was formed for the period no more than three last years. The executive body of the subject of the Russian Federation or the organization authorized by it receives information on availability at citizens of such debt from system.";

b) add part 7 with the offer of the following content: "By the law of the subject of the Russian Federation it can be established that subsidies to citizens are provided by money transfer to person to whom according to article 155 of this Code the payment for premises and utilities is brought.";

c) add with part 7.1 following of content:

"7.1. The executive body of the subject of the Russian Federation or the organization authorized by it independently requests according to the procedure, established by the Government of the Russian Federation, data which obtaining is possible within interdepartmental information exchange and which are necessary for decision making about provision of subsidies. Demand from citizens the documents containing the specified data it is not allowed.";
