About approval of the Regulations on designing of the mining companies of Ukraine and determination of inventories of minerals on readiness degree to production

According to the Regulations on the Ministry of industrial policy of Ukraine approved by the Presidential decree of Ukraine of September 21, 2001 N849/2001 "About Regulations on the Ministry of Industrial Policy of Ukraine"

I ORDER:

1. Approve Regulations on designing of the mining companies of Ukraine and determination of inventories of minerals on readiness degree to production it (is applied).

2. To provide to management of ore mining industry (Nadtochenko M. M.) together with Legal management (Davidchuk M. M.) registration of this order in the Ministry of Justice of Ukraine.

3. To heads of the mining companies and project organizations irrespective of the patterns of ownership including the field of activity of Minprompolitiki of Ukraine further to be guided by this Provision and to provide reduction in compliance with it the internal administrative documents.

4. To impose control of execution of this order on the deputy minister Fedyaev A. G.

Regulations on designing of the mining companies of Ukraine and determination of inventories of minerals on readiness degree to production

This Provision determines procedure for designing of construction new, expansions or reconstruction of the operating mining companies with underground and open method of development, procedure for determination of inventories, opened, prepared and ready to taking out, and classification of mining operations and excavations of the mining companies of Ukraine.

1. General provisions

1.1. Action of this Provision extends to the companies of all patterns of ownership which perform production, conversion and mineral processing, and the project organizations designing the specified companies.

1.2. Designing, construction and commissioning of mining objects and objects for conversion of mineral raw materials is performed according to requirements of the Code of Ukraine about subsoil, namely:

1.2.1. Shall be provided in construction projects of mining objects:

arrangement of land and underground constructions that provides the most rational and effective use of inventories of minerals;

methods of carrying out raskryvny works, systems of development of mineral deposits and technical schemes of conversion (preparation) of mineral raw materials which provide the most complete, complex and economically reasonable withdrawal from subsoil of inventories of minerals, and also use of the components which are available in them;

rational use of raskryvny breeds in case of development of mineral deposits;

warehousing, preserving and determination of accounting treatment for minerals which temporarily are not used, and also the production wastes containing useful components;

geological studying of subsoil which reveals in the course of construction and operation of mining objects, and creation of geological and surveying documentation;

land reclamation, maximum preserving soil cover;

the actions guaranteeing safety of people, property and the surrounding environment.

1.2.2. Shall be provided in construction projects of objects for conversion of mineral raw materials:

application of the technological schemes providing rational and complex withdrawal from the extracted mineral raw materials of the components which are available in it having industrial value;

rational use, utilization, neutralization or safe waste disposal of conversion (slime, dust, sewage and so forth);

warehousing, preserving and determination of accounting treatment for the production wastes containing useful components and which are temporarily not used;

the actions guaranteeing safety of people, property and the surrounding environment.

1.3. The provision is developed taking into account requirements of the Instruction for application of the classification of inventories and resources of minerals of the state fund of subsoil to fields of ores of ferrous metals (iron, manganese and chrome) approved by the order of State commission of Ukraine on inventories of minerals of 18.10.2002 of N155 and registered in the Ministry of Justice of Ukraine 11.11.2002 for N881/7169.

1.4. The regulations of process design of the mining companies of ferrous metallurgy with underground method of development approved by the protocol of the Ministry of Iron and Steel of the USSR of 24.12.1985 of N10-187, and Norma of process design of the mining companies of ferrous metallurgy with open method of development, approved by the protocol of the Ministry of Iron and Steel of the USSR of 11.03.1986 of N10-187, acting in the part which is not contradicting this Provision.

2. Terms and determinations

In this Provision the terms below and determinations are used in such value:

2.1. Face - the surface of mineral or breed from which its taking out is directly performed.

2.2. Open-cast mining of fields - mining directly from the land surface.

2.3. Exploration works - complex of special works and researches which are carried out for the purpose of geological studying of subsoil.

2.4. Excavation - cavity in the massif after taking out of minerals and other breeds.

2.5. The massif - the site of crust which is characterized by uniform conditions of education and similar properties of the components constituting it.

2.6. Mountain object - the separate excavation (system of excavations) or the development which is part of mountain or other company and used for mining and with other purpose and also buildings (construction), technologically related.

2.7. Rocks - natural aggregates of the homogeneous or different minerals formed under certain geological conditions in crust or on its surface.

2.8. Mining operations - complex of works on carrying out, fixture and support of excavations and to taking out of rocks in the conditions of violation of natural balance, possibility of manifestation of dangerous and harmful production factors.

2.9. Mountain and capital works - the mining operations providing activities of the mine (mine) for the entire period of operation of the field.

2.10. Gornopodgotovitelny works - mining operations which are carried out for the purpose of preparation of the field or its part for mining.
