Chapter 1. Requirements to procedure for creation and maintaining databases of the insurer

1.1. The insurer shall create databases, reflecting in them information on insurance reserves, means of insurance reserves, own means (capital) of the insurer and on their movement including in the spreadsheets determined by the insurer, files of electronic images of paper documents, textual records, electronic documents (further - objects of file systems).

1.2. The insurer shall create and store objects of file systems on electronic media, including on hard drives of servers, at workstations and on remote devices, on alienable (removable) machine data carriers.

1.3. The insurer shall keep databases by inclusion in them of information on all performed transactions and other transactions, article 29.1 of the Law of the Russian Federation specified in Item 1 "About the organization of insurance case in the Russian Federation" (further - information containing in databases), with indication of:

transaction dates and other transactions, information on source accounting documents reflecting implementation of transactions and other transactions, and also analytics account numbers in which they are reflected;

data on investment of means of insurance reserves and own means (capital);

data on the documents containing the data necessary for calculation of insurance reserves for each calculating date under each agreement with indication of the details providing their identification and search in the storage location (storage, archive) of documents of the insurer determined by the insurer on papers or in electronic form;

the data specified in Item 5.1 of the Provision of the Bank of Russia of November 16, 2016 to No. 557-P "About rules of forming of insurance reserves on life insurance", No. registered by the Ministry of Justice of the Russian Federation on December 29, 2016 45055, and in Item 5.1 of the Provision of the Bank of Russia of November 16, 2016 No. 558-P "About rules of forming of insurance reserves on insurance to other than life insurance", No. 45054 registered by the Ministry of Justice of the Russian Federation on December 29, 2016;

the information about insurers (for physical persons - surname, name, middle name (in the presence) the insurer and passport data of the insurer or data of other identity document of the insurer; for legal entities - full trade name of the insurer and the identification taxpayer number (ITN) of the insurer).

1.4. When maintaining databases the insurer shall provide compliance of information containing in databases, to data on the basis of which the specified information joins in databases, including source documents of financial accounting.

Chapter 2. Requirements to procedure for storage of information containing in databases of the insurer

2.1. The insurer shall store information containing in databases, providing possibility of recovery of the temporary sequence of events and actions for modification of databases, and also providing possibility of identification of persons making these changes.

2.2. The insurer shall store information containing in databases, providing its protection against spoil, loss, infection with malicious codes, unauthorized change or access for unauthorized persons, and also providing possibility of its recovery from backup copies of databases (further - backup copy).

2.3. The insurer shall place backup copy on one or several alienable (removable) machine data carriers by transfer it in the Bank of Russia on storage.

If the backup copy is placed on several alienable (removable) machine data carriers, the insurer shall number consistently used alienable (removable) machine data carriers.

2.4. To the backup copy transferred to the Bank of Russia to storage, the insurer shall attach the passport of backup copy on paper signed by the head of the insurer or the authorized person of the insurer which is acting on the basis of the document confirming powers of such person (further - the authorized person of the insurer).

The passport of backup copy shall contain data on information included in backup copy, on its structure, on method and procedure for receipt of information access containing in backup copy on the equipment, necessary for use of backup copy, about the number of alienable (removable) machine data carriers, about versions of the system and additional software, about used program and hardware of protection, about software developer.

2.5. For transfer of backup copy to the Bank of Russia on storage the insurer shall send it with appendix of the passport of backup copy the registered mail to Department of processing of the reporting of the Bank of Russia.

Chapter 3. Requirements to procedure for provision by the insurer of access to the Bank of Russia to information containing in databases

3.1. For receipt of information access, containing in databases, the Bank of Russia shall send to the insurer signed by the head of Department of the insurance market of the Bank of Russia (person, it replacing) the requirement about provision of information access containing in databases with indication of:

the bases of provision of information access, containing in databases;

the information about bank representatives of Russia to which provision of information access, containing in databases shall be provided (further - bank representatives of Russia), with indication of their surnames, names, middle names (in the presence), positions in the Bank of Russia;

start date and the date of completion of provision to the Bank of Russia of information access containing in databases;

the need of determination of the employees of the insurer responsible for provision of information access containing in databases, to bank representatives of Russia.

3.2. The insurer shall provide to the Bank of Russia information access, containing in databases, in browse mode and the selection according to the requirement of the Bank of Russia about provision of information access containing in databases.

3.3. Bank representatives of Russia shall reflect data on provision of information access, - remains containing in databases, in the protocol constituted in duplicate and signed by bank representatives of Russia and the head of the insurer or the authorized person of the insurer whose one copy is transferred to the head of the insurer or the authorized person of the insurer the second in the Bank of Russia.

3.4. Provisions of this Chapter are not applied when conducting exit checks of activities of the insurer which procedure for carrying out is established by the Bank of Russia according to part two of article 76.5 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)" (The Russian Federation Code, 2002, No. 28, Art. 2790; 2013, No. 30, Art. 4084; 2019, No. 29, Art. 3857).

Chapter 4. Final provisions
