Article 1

Item 3 of article 23 of the Law of the Russian Federation of April 19, 1991 No. 1032-1 "About employment of the population in the Russian Federation" (in edition of the Federal Law of April 20, 1996 No. 36-FZ) (Sheets of the Congress of People's Deputies of RSFSR and the Supreme Council of RSFSR, 1991, No. 18, Art. 565; Russian Federation Code, 1996, No. 17, Art. 1915; 1999, No. 29, Art. 3696; 2003, No. 2, Art. 160; 2011, No. 29, Art. 4296; No. 49, Art. 7039; 2013, No. 27, Art. 3454, 3477; 2014, No. 30, Art. 4217; No. 1, the Art. 8) to add 2016, with the paragraph of the following content:
