About additional measures for implementation of the Concept of safety of traffic in the Republic of Uzbekistan for 2018-2022
For the purpose of further enhancement of system of safety of traffic, creation in this sphere of favorable conditions for implementation of public-private partnership, including in agreement with the Concept of safety of traffic in the Republic of Uzbekistan for 2018 - 2022, the Cabinet of Ministers decides:
1. Take into consideration that:
according to the resolution of the Cabinet of Ministers of May 19, 2018 No. 377 are performed the Concept of safety of traffic in the Republic of Uzbekistan for 2018 - 2022 and "Road map" on its realization in 2018-2019;
realization of provisions of the Presidential decree of the Republic of Uzbekistan of August 15, 2018 is performed No. UP-5511 "About Measures for Realization of Experiment for Improvement of the Investment Climate in the City of Tashkent" regarding the organization in the city of Tashkent of paid parking spaces and places of temporary storage of automotor-vehicles on the terms of public-private partnership within this resolution;
realization of public-private partnership in the field of designing, constructions, reconstruction and capital repairs of highways public is performed taking into account provisions of the resolution of the President of the Republic of Uzbekistan of November 27, 2018 No. PP-4035 "About measures for implementation of the advanced foreign methods of the organization of works in the field of construction and operation of highways".
2. Agree with the offer of the Ministry of Internal Affairs, Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on highways, the State committee of the Republic of Uzbekistan on investments, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition about implementation of mechanisms of public-private partnership to the sphere of safety of traffic and creation of modern road infrastructure (further - public-private partnership) in the form of provision to investors and subjects of entrepreneurship:
road or the parcels of land with adoption of investment obligations on construction of paid trunk line roads;
road sites for projects implementation on implementation of the integrated monitoring systems of traffic and intelligent video cameras of recognition of person and the state registration number of the vehicle (further - intelligent video cameras) - for a period of up to 10 years;
the parcels of land for the organization along highways of paid parking spaces with the parking meters and information systems fixing abuses of regulations of payment for placement of automotor-vehicles - for a period of up to 10 years;
places of temporary storage of the automotor-vehicles (further - parkings) which are under authority of public authorities on places, including the territories, located on adjacent to the markets and malls, for the organization on their base of modern paid parkings with the information systems fixing abuses of regulations of payment for placement of automotor-vehicles - for a period of up to 10 years;
the parcels of land for construction of facilities of roadside infrastructure, in particular, campings, motels and other vacation spots of drivers and passengers, maintenance and repair of vehicles, gas stations, etc., with acceptance by investors and subjects of entrepreneurship of obligations on improvement of the territories along highways - for a period of up to 10 years.
3. Approve Provisional regulations for procedure of public-private partnership in the field of safety of traffic and creation of modern road infrastructure according to appendix.
4. Determine that:
a) within public-private partnership consist:
the agreement on public-private partnership on implementation projects of the integrated monitoring systems of traffic and intelligent video cameras - by results of the competition held by the Ministry of Internal Affairs of the Republic of Uzbekistan which acts as the state partner and performs monitoring of accomplishment by the private partner of terms of agreement;
the agreement on public-private partnership on projects of the organization of paid parking spaces and paid parkings - by results of the competition held by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent which act as the state partner and perform monitoring of accomplishment by the private partner of terms of agreement;
the agreement on public-private partnership on construction projects of objects of roadside infrastructure, with adoption by the investor and/or the subject of entrepreneurship of obligations on improvement of the territories along highways - by results of the competition held by the State committee of the Republic of Uzbekistan on highways which acts as the state partner and performs monitoring of accomplishment by the private partner of terms of agreement;
b) the public-private partnership is performed with the following provisions:
the road sites provided for implementation of the integrated monitoring systems of traffic and intelligent video cameras are determined by the Ministry of Internal Affairs of the Republic of Uzbekistan;
the monitoring system of traffic and intelligent video cameras shall be integrated into the single hardware and software "Safe City" and is connected to the complex automated information system "Administrative Practice" of Head department of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan, and also to provide transfer online of the offenses supplied about the facts and other information;
the amounts of means from use of paid parking spaces and paid parkings arrive: in the local budget - no more than 30 percent, with the target direction on development of road infrastructure and into the account of the private partner - at least 70 percent, taking into account load of the adjacent territory with automotor-vehicles and functionality of parking meters and information systems.
