make changes to Administrative regulations of Federal Agency for Fishery on provision of the state service in issue, suspension of action and cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them approved by the order of the Ministry of Agriculture of the Russian Federation of December 24, 2015 No. 660 (registration No. 41565) is registered in the Ministry of Justice of the Russian Federation on March 25, 2016, with the changes made by the order of the Ministry of Agriculture of the Russian Federation of May 26, 2016 No. 204 "About modification of Administrative regulations of Federal Agency for Fishery on provision of the state service in issue, suspension of action and cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them approved by the order of the Ministry of Agriculture of the Russian Federation of December 24, 2015 No. 660" (registration No. 42601), according to appendix is registered in the Ministry of Justice of the Russian Federation on June 22, 2016.

Changes which are made to Administrative regulations of Federal Agency for Fishery on provision of the state service in issue, suspension of action and cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them approved by the Order of the Ministry of Agriculture of the Russian Federation of December 24, 2015 No. 660

1. Add with Item 13.1 of the following content:

"13.1. In the federal state information system "Single Portal of the State and Municipal Services (Functions)" the following information is placed:

a) the exhaustive list of the documents necessary for provision of the state service in issue, suspension of action and to cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them, requirements to execution of the specified documents, and also the list of documents which the applicant has the right to provide on own initiative;

b) circle of applicants;

c) term of provision of the state service;

d) results of provision of the state service in issue, suspension of action and cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them, procedure for submission of the document which is result of provision of the state service;

e) the amount of the state tax collected for provision of the state service in issue, suspension of action and to cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them;

e) the exhaustive list of the bases for suspension or refusal in provision of the state service in issue, suspension of action and to cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them;

g) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service in issue, suspension of action and to cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them;

h) the forms of statements used by provision of the state service in issue, suspension of action and to cancellation of permissions to production (catch) of water biological resources, and also introduction of changes in them.

The refusal in provision of the state service if the documents specified in Items 22, of 24, 26 and 29 Regulations are submitted according to information on terms and procedure for provision of the state service, including with observance of the requirements established by Items 40 - 44 Regulations, published in the federal state information system "Single Portal of the State and Municipal Services (Functions)" is not allowed.".

g) pre-judicial (extrajudicial) appeal of decisions and actions (failure to act) of Authorized body and its officials providing the state service.".

fillings of fields of the electronic application form prior to input of data by the applicant with use of the data placed in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" and the data published in the federal state information system "Single Portal of the State and Municipal Services (Functions)", in the part concerning the data which are absent in the federal state information system "Single System of Identification and Authentication";

return on any of stages of filling of the application form without loss of earlier entered information;

access in the federal state information system "Single Portal of the State and Municipal Services (Functions)" to earlier submitted applications within at least one year, and also partially created requests - within at least 3 months.

Models of filling of the electronic application form are placed in the federal state information system "Single Portal of the State and Municipal Services (Functions)".".

11. Add with Item 63.1 of the following content:

"63.1. The list of classes of digital signature facilities which are allowed to use in case of the request for receipt of the state service rendered using the strengthened qualified digital signature is determined based on approved by Rosrybolovstvo in coordination with Federal Security Service of the Russian Federation of model of safety hazards of information in the information system used for the purpose of acceptance of requests for receipt of the state service and (or) provision of such service.".

"69.1.
