About modification of Regulations of the Constitutional Court of the Russian Federation

1. Bring the following changes in Regulations of the Constitutional Court of the Russian Federation:

1.1. Add Chapter 4 with paragraph 34.1 of the following content:

"§ 34.1. Initiative scientific conclusions

1. The scientific organizations performing activities in the field of the right the citizens performing scientific activities in the field of the right can bring into the Constitutional Court the initiative scientific conclusion on the case considered by the Constitutional Court. At the same time the scientific organization or the citizen cannot require provision by the Constitutional Court of case papers for preparation of the initiative scientific conclusion by them.

2. The initiative scientific conclusion shall meet the requirements of objectivity and contain legal line item, free from political addictions. The initiative scientific conclusion, except as specified, if it, according to the judge-speaker or the Constitutional Court, has no information and analytical value, joins case papers, goes the judge-speaker to judges of the Constitutional Court and the parties.

3. The constitutional court can make the decision on placement of the initiative scientific conclusion on the website of the Constitutional Court.".
