Article 1. General provisions

This Federal Law determines features of legal status, the main objectives and powers of the Comissioner for the President of the Russian Federation by the child's rights (further - the Representative), and also bases of legal status of Ombudsmen for Children in subjects of the Russian Federation.

Article 2. Activities of the Representative

1. Activities of the Representative are aimed at providing guarantees of the state protection of the rights and legitimate interests of children, realization and observance of the rights and legitimate interests of children by state bodies, local government bodies and officials.

2. The representative helps:

1) to recovery of the violated the rights and legitimate interests of children;

2) to enhancement of the legislation of the Russian Federation in the part concerning protection of the rights and legitimate interests of children;

3) to development of international cooperation in the field of protection of the rights and legitimate interests of children;

4) to enhancement of forms and methods of protection of the rights and legitimate interests of children.

3. Activities of the Representative supplement the existing remedies of the rights and legitimate interests of children, do not cancel powers of the state bodies providing protection and recovery violated the rights and legitimate interests of children, and do not involve review of such powers.

Article 3. Position assignment of the Representative. Termination of powers of the Representative

1. The representative is appointed to position by the President of the Russian Federation for a period of five years. The same person cannot be appointed the Representative more than to two terms in a row.

2. Powers of the Representative can be ahead of schedule stopped according to the decision of the President of the Russian Federation.
