Article 46 to add 1) with Item 11 of the following content:

"11. In the territory of the Russian Federation the operator of mobile radiotelephone communication in the communication network establishes identical conditions of rendering services of mobile radiotelephone communication to each subscriber irrespective of whether there is subscriber within the territory of the subject of the Russian Federation specified in the decision on allocation to such telecom operator of the resource of numbering including the subscriber number allocated to the subscriber or outside the specified territory.";
