1. Approve the Program of assistance of employment of the population of the Republic of Tajikistan for 2006-2007 it (is applied).

To the ministries, departments, local executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to provide timely and full implementation of actions of the Program of assistance of employment of the population of the Republic of Tajikistan for 2006-2007.
3. The course of accomplishment of the Program of assistance of employment of the population of the Republic of Tajikistan for 2006-2007 every half-year is considered at final meetings of the ministries, departments, local executive bodies of the government of areas, cities, areas and about results information for generalization in the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan is provided.
4. To the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan about the course of implementation of this Program of assistance of employment of the population of the Republic of Tajikistan for 2006-2007 every half-year to provide the detailed information in the Government of the Republic of Tajikistan.

The program of assistance of employment of the population of the Republic of Tajikistan for 2006-2007 (further the Program) is developed based on article 13 of the Law of the Republic of Tajikistan "About assistance of employment of the population".
The main objective of the Program consists of providing the constitutional guarantees of the rights of citizens of the Republic of Tajikistan to work and social protection, contribution of employment of the population at the moment of unemployment, decline in unemployment, and also supports of groups of citizens which are at a loss in job searches and in the labor market cannot compete on an equal basis with others.

In case of means of state bodies of employment of the population on the basis market requirement of work actions for training of professions and retraining of jobless citizens, creation of paid social jobs, assistance in improvement of business activity, financial assistance to the citizens who showed willingness to be engaged in business activity are developed and performed.
The program with appendix to it is prepared based on the analysis of condition of working capacity of the population of the country, labor division in the field of the economy and programs promoting employment of the population in regions.
In 2005 on preliminary statistics, average annual population of the Republic of Tajikistan reached 6838,8 of thousand people from whom 3900,0 of thousand people is constituted by manpower reserves.
According to operational data of the State committee of statistics of the Republic of Tajikistan by provisional estimate, population, involved in economy in October, 2005 reached 2045,8 of thousand people from whom 2000, thousands of people (percent 97,8) were busy and are considered as 45,6 of thousand as the official unemployed. In industries of production of material values constituted the number of hired employees in October, 2005 - 728,6 of thousand people, and in non-productive industries - 304,7 of people that in comparison with October, 2004 decreased respectively on 0,4 and 0,1 of thousand people.
The quantity of the registered hired employees in October, 2005 in comparison with this period of 2004 decreased in industries, the industry on 7,4 of thousand people, agricultural industry on 4,9 of thousand people, transport on 1,0 of thousand people, constructions on 2,2 of thousand people, trade and public catering on 0,4 of thousand people.
And in non-productive industries, the quantity of hired employees in the field of education decreased on 3, thousands of people, health care, sport and social security decreased on 0,2 of thousand people. In the field of housing and communal services and consumer services of the population increased on 0,4 of thousand people, cultures and arts on 0,6 of thousand people, crediting, insurance and provision of pensions on 0,9 of thousand people, managerial bodies on 0,3 of thousand people and in the companies of private sector on 3,3 of thousand people.
Till October 1, 2005 in bodies of employment of the population for acquisition of workplace addressed 75,9 of thousand people that in comparison with this period of 2004 increased by 10 percent. From among addressed, youth at the age of 15 - 29 years constituted one 22,5 of thousand people (percent 29,6), the majority of whom addressed for the first time and have no specialties.
Till October 1, 2005 the companies provided to bodies of employment of the population 16, of thousands of free workplaces that in comparison with this period of 2004 (24,3 of thousand) is 7,6 thousand less than workplaces or on % 31,3.
