About modification of some legal acts of Ukraine concerning counteraction to bulling (persecution)

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. In the Code of Ukraine about administrative offenses (The sheet of the Verkhovna Rada of USSR, 1984, No. 51, the Art. 1122):

 Part the second articles 13 after figures "173" to add 1) with figures "173-4";

To add 2) with Article 173-4 of such content:

"Article 173-4. Bulling (persecution) of the participant of educational process

Bulling (persecution), that is actions of participants of educational process which consist in psychological, physical, economic, sexual abuse including using means of electronic communications which are made concerning the juvenile or the minor or such person concerning other participants of educational process therefore could be or harm was done to mental or physical health of the victim, -

involves imposing of penalty from fifty to hundred free minima income of citizens or social jobs for a period of twenty till forty o'clock.

The act provided by part one of this Article, made by group of persons or repeatedly within year after imposing of administrative punishment -

involves imposing of penalty from hundred to two hundred free minima income of citizens or social jobs for a period of forty till sixty o'clock.

The act provided by part one of this Article, made by juveniles or minors aged from fourteen up to sixteen years -

involves imposing of penalty on parents or persons who replace them, from fifty to hundred free minima income of citizens or social jobs for a period of twenty till forty o'clock.

The act provided by part two of this Article, made by the juvenile or the minor aged from fourteen up to sixteen years -

involves imposing of penalty on parents or persons who replace them, from hundred to two hundred free minima income of citizens or social jobs for a period of forty till sixty o'clock.

Not message the head of institution of education to authorized divisions of bodies of National police of Ukraine about cases of bulling (persecution) of the participant of educational process -
