Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on support of state programs of subjects of the Russian Federation and municipal programs of forming of the modern urban environment

1. These rules establish the purposes, procedure and conditions of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on support of state programs (subprogrammes) of subjects of the Russian Federation and municipal programs (subprogrammes) of forming of the modern urban environment within the federal project "Forming of the Comfortable Urban Environment" as a part of the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation" (further respectively - the federal project, the municipal program, the state program, subsidies from the federal budget).

2. Subsidies from the federal budget are provided for the purpose of:

a) joint financing of payment commitments of the subjects of the Russian Federation connected with implementation of the state programs directed to implementation of actions on improvement of the territories of the corresponding functional purpose (the areas, embankments, streets, pedestrian zones, squares, parks, other territories) (further - the public territories), the domestic territories and actions for construction, reconstruction (upgrade) of capital construction projects within the actions for improvement of the public territories (further - construction of facilities of capital construction, capital construction projects), and also on implementation of construction supervision in the course of construction of facilities of capital construction;

b) provisions of subsidies from the budget of the subject of the Russian Federation to local budgets on joint financing of implementation of the municipal programs directed to implementation of actions on improvement of the public territories, domestic territories and actions for construction of facilities of capital construction, and also for implementation of construction supervision in the course of construction of facilities of capital construction (further - subsidies from budgets of subjects of the Russian Federation).

3. For the purposes of these rules:

the domestic territory is understood as set of the territories adjacent to apartment houses, with the objects located on them intended for servicing and operation of such houses and elements of improvement of these territories, including parkings (parking spaces), sidewalks and highways, including the highways forming drives to the territories adjacent to apartment houses;

the small cities are understood as the settlements having the status of the city with population to 100 thousand people inclusive.

4. Subsidies from the federal budget are provided within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought to the Ministry of Construction and Housing and Communal Services of the Russian Federation as the receiver of means of the federal budget, on the purposes specified in Item 2 of these rules.

5. When planning the direction of subsidies from the federal budget for joint financing of construction of facilities of capital construction and (or) provision of subsidies from budgets of subjects of the Russian Federation for joint financing of construction of facilities of small caps construction subjects of the Russian Federation in addition represent to the Ministry of Construction and Housing and Communal Services of the Russian Federation the following data and documents concerning each capital construction project:

name of capital construction project;

capacity of the capital construction project which is subject to commissioning;

term of commissioning of capital construction project;

the size of the budgetary appropriations of the federal budget planned for financing of capital construction project;
