About additional measures for further enhancement of activities of sectors for complex social and economic development of regions

In recent years in the country consecutive measures for complex social and economic development of regions, radical improvement of living conditions of the population, achievement of significant positive changes in population level of living are performed. The system of the organization of work with separation of the territories into sectors implemented for this purpose allowed to adjust address dialogue with the people.

At the same time monitoring of activities of sectors for complex social and economic development of regions (further - sectors) showed availability of number of shortcomings. In particular:

first, absence at heads of sectors of necessary organizational and financial powers on coordination of activities of members of the sector and the solution of the revealed problems creates difficulties for full functioning of the sector and the timely problem resolution;

secondly, lack of single system of coordination and control of work of sectors in republican scale results in separation of management of activities of sectors, distinctions in interpretation of regulations of the legislation on activities of sectors in regions;

thirdly, generalization of results of studying in sectors is not performed, modern information and communication technologies are not implemented to the sphere, practice of maintaining the statistical reporting is not up to standard adjusted that does not allow to keep exact account of the done work and to systematize problems;

fourthly, complexity of evaluation procedure of activities of heads of sectors, lack of the system mechanism of advanced training of heads of sectors, and also not co-ordination of material and moral incentive of members of the sector negatively affect high-quality and timely accomplishment of the tasks assigned to them.
