Some questions of appointment and payment of the help to families with children

In pursuance of article 61 of the Law of Ukraine "About the Government budget of Ukraine for 2006" and for the purpose of enhancement of procedure for granting of government assistance to families with children the Cabinet of Ministers of Ukraine decides:

1. Determine that the help with child care before achievement of three-year age by it is appointed and paid in 2006 taking into account the following features:

1) the help with child care before achievement of three-year age by it is appointed in the amount of which is equal to difference between 50 percent of the amount of the subsistence minimum established for able-bodied persons and average monthly comprehensive income of family in calculation as like as two peas for the last six months, but at least 90 hryvnias (the minimum size). To the insured persons Social Insurance Fund on temporary disabilities has the right to establish the minimum amount of the help in the amount which exceeds 90 hryvnias;

2) for purpose of the help in the amount of which exceeds minimum, goes in accordance with the established procedure the certificate of the average monthly comprehensive income of family determined according to technique of calculation of comprehensive income of family for all types of the public assistance based on the certificate of the income and declarations on the income and property condition of persons;

3) calculation of average monthly comprehensive income of family of insured person performs body of work and social protection the population in the place of its accommodation about what issues the corresponding reference (calculation) for provision by marked-out person in the main place of the work for purpose of the help with child care before achievement of three-year age by it. In case appointment and payment of the help is performed by working body of department of Social Insurance Fund on temporary disabilities, the reference (calculation) goes to executive directorate of department of Fund where person is registered as the payer of insurance premiums;
