"Article 23-1. Rights and obligations of owners of vehicles
1. Owners of vehicles have the right:

about the penalties imposed on them for violation of safety requirements of traffic from authorized body in the field of traffic safety;
- choose digital and (or) alphabetic reference of the state registration registration plate of the vehicle according to the procedure, determined by the Government of the Kyrgyz Republic.
2. Owners of vehicles shall:
- register (to re-register) vehicles in authorized body in the field of registration of vehicles and driver's structure in the cases specified in articles 14 and 24 of this Law;
- address to authorized body in the field of registration of vehicles and driver's structure for the termination of state registration of the vehicle in connection with its utilization or loss or before export of the vehicle out of limits of the Kyrgyz Republic on permanent stay;
- provide the vehicle in authorized state bodies in cases when its obligatory provision is provided by rules of state registration and accounting of separate types of vehicles;
- pay the amounts of penalties in the presence of timely unexecuted resolutions on imposing of collection in the form of penalty for the violations in the field of traffic safety fixed by the certified special control and measuring technical means having functions photo and videos.";
