"26. Physical persons and legal entities for receipt of the letter approval through the portal submit the request in form according to appendix 6 to these rules.
The territorial subdivision of department of authorized body within two working days from the moment of adoption of the request checks completeness of the submitted documents. In case of factual determination of incompleteness of the submitted documents the territorial subdivision of department of authorized body within the specified terms gives motivated refusal in further review of the request.";

"28. The letter approval on import of quarantine objects in the research purposes is issued on each quarantine object and is effective within six months from the date of its issue.
The letter approval on import of quarantine objects in the research purposes is not used more than once.
The letter approval on import of quarantine objects in the research purposes or motivated refusal in its issue is drawn up in electronic form, the head of territorial authority of department of authorized body signed by the digital signature no more than three working days from the date of application for its obtaining in time.
