About introduction of amendments to the Federal law "About Bases of Protection of Public Health in the Russian Federation" concerning rendering palliative medical care

Bring in the Federal Law of November 21, 2011 No. 323-FZ "About bases of protection of public health in the Russian Federation" (The Russian Federation Code, 2011, No. 48, Art. 6724; 2013, No. 48, Art. 6165; 2015, No. 10, Art. 1403, 1425; No. 29, Art. 4397; 2016, No. 27, Art. 4219; 2017, No. 31, Art. 4791; 2018, No. 53, Art. 8415) following changes:

1) part 1 of article 9 after the words "medical organizations" to add with words ", the organizations of social servicing";

Item 4 of part 5 of Article 19 to state 2) in the following edition:

"4) pain relief, connected with disease, condition and (or) medical intervention, methods and medicines, including narcotic medicines and psychotropic medicines;";

3) in Article 20:

a) add part 9 with Item 6 of the following content:

"6) when rendering palliative medical care if the condition of the citizen does not allow to express it the will and there is no legal representative.";

b) add part 10 with Item 3 following of content:

"3) in the case specified in Item 6 of part 9 of this Article - the medical commission or if it is impossible to bring together the medical commission, - consultation of doctors or directly treating (duty) doctor with entering of such decision into medical documentation of the patient and the subsequent notification of officials of the medical organization (the head of the medical organization or the head of department of the medical organization), the citizen concerning whom it is carried out medical intervention, one of parents or other legal representative of person which is specified in part 2 of this Article and concerning which medical intervention is carried out.";
