ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

About modification of the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201

For the purpose of implementation of article 22-1 of the Law of the Kyrgyz Republic "About public health care", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201 the following changes:

- add Item 1 with paragraphs the twenty fifth - the twenty eighth the following content:

"-Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to safety of hot water supply" according to appendix 24;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to disinfecting of drinking water by method of ultra-violet radiation" according to appendix 25;

- Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to the device and operation of public toilets" according to appendix 26;

- Health regulations and hygienic standard rates "Hygienic requirements to safety of the materials, reagents, the equipment used for water purification and water treatment" according to appendix 27.";

- add with appendices 24-27 in edition according to appendix to this resolution.

2. This resolution becomes effective after fifteen days from the date of official publication.

"Appendix 24

Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to safety of hot water supply"

Chapter 1. General provisions and scope

1. These Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to safety of hot water supply" (further - health regulations) establish sanitary and epidemiologic requirements to safety of the hot water in systems of centralized hot water supply used by the population for economic domestic needs.

2. Health regulations extend to the projectible, under construction, reconstructed and operating systems of centralized hot water supply in case of the closed and open systems of heat supply, to systems of heat supply with separate networks of hot water supply, and also autonomous hot water supply on objects of the increased epidemic risk (the general education, preschool educational, treatment-and-prophylactic organizations), irrespective of their subordination and patterns of ownership.

3. Health regulations do not extend to local systems of local hot water supply with fire, electric or solar thermal heating (intra house and apartment), and also the systems using geothermal waters.

4. Observance of health regulations is obligatory for the physical persons and legal entities operating systems of centralized hot water supply.

5. The responsibility for violation of these health regulations is established according to the legislation of the Kyrgyz Republic regulating activities about violations.

Chapter 2. Terms and determinations

6. In these health regulations the following terms and determinations are used:

1) storage container - reservoir for water accumulating;

2) high-contagious - strongly infectious;

3) solar thermal heating - heating by solar energy;

4) geothermal waters - waters with the increased temperature and peculiar chemical composition, the lands arriving on land surface from depth;

5) hot water supply - hot water service of apartment houses, the organizations for domestic and production needs complex of the special equipment and devices;

6) deaeration - removal from water of the gases dissolved in it;

7) the closed system of heat supply - system of heat supply in case of which water for hot water supply heats up in water heaters (boilers);

8) inhibition - the process which is slowing down or preventing the course of different chemical reactions and undesirable processes;

9) inhibitor - the substance capable to detain chemical and other undesirable processes;

10) open system of heat supply - system of heat supply with direct analysis of water from thermal network for hot water supply;

11) make-up water - the water which is filling up water decrease (leakages, evaporations) from systems of heat supply;

12) networks of hot water supply - the pipelines transporting hot water;

13) hot water supply - equipment complex: heat source, the water treatment equipment, water heaters, pipelines transporting water, devices for regulation and control of water temperature;

14) system of heat supply with separate networks of hot water supply - heating of water of centralized economic and drinking water supply in the absence of communication between systems of heating and hot water supply;

15) heat supply - providing with heat apartment houses, the organizations by means of heating, ventilation, hot water;

16) centralized system of hot water supply - system of heating of water on thermal power plant which is transferred to consumers on pipes.

Chapter 3. General requirements to systems of centralized hot water supply

7. Sanitary and epidemiologic requirements to systems of hot centralized water supply are directed on:

- ensuring epidemiological safety, harmlessness of chemical composition and favorable organoleptic properties of hot water;

- the prevention of pollution of hot water highly infectious causative agents of infectious diseases of virus and bacterial origin breeding at temperature is lower plus the 60th hail. With;

- minimization of content in chloroform water when using for hot water supply;

- the prevention of diseases of skin and the hypodermic cellulose caused by quality of hot water.

8. In systems of centralized hot water supply application is forbidden:

- the materials, reagents and the equipment emitting unhealthy impurity of the person;

- instrumentations with mercury filling;

- technical water.

9. In systems of centralized hot water supply are used mechanically strong, hermetic, with anticorrosive firmness and heat-insulating properties of pipe.

10. Temperature of hot water in pipes in places of water analysis, irrespective of the applied system of heat supply, shall be not lower plus the 60th hail. With and is not higher plus the 75th hail. Page.

11. Quality and safety of hot water at the consumer shall meet the requirements of Items 39 and 41 of these health regulations.

12. The workers servicing systems of centralized hot water supply, and also who are affected by harmful production factors pass preliminary (in case of revenues to work) and periodic medical examinations according to the Instruction about carrying out obligatory preliminary in case of revenues to work and periodic medical examinations of workers, the Kyrgyz Republic approved by the order of the Government of May 16, 2011 No. 225.

Chapter 4. Requirements to designing, construction, operation of systems of centralized hot water supply

13. Production of hot water is provided with the heatsupplying organizations.

14. Networks of centralized hot water supply (further - networks) are differentiated on:

- attached to the closed systems of heat supply;

- heat supplies attached to open systems;

- systems of centralized hot water supply with separate networks.

15. The elections of systems of hot centralized water supply when designing are held according to the plan for perspective and the actual development of the settlement, taking into account quality of initial water, the feasibility statement, settlement thermal loadings of hot water supply.

16. The water made on heatsource is carried to consumers by means of the high-level, distribution (quarter) and domestic thermal networks.

17. It is forbidden to lay networks on the territory of the cemeteries, dumps, cattle mortuaries, agricultural fields of irrigation, fields of cesspool cleaning and other objects constituting potential danger of pollution of water and also to place in channels together with sewer networks.

18. The distance from networks to source of pollution is accepted according to table 1 to these health regulations.

19. During preventive repairs shutdown of hot water supply shall not exceed 15 days, except for emergency cases.

20. In case of long shutdowns of supply of hot water to consumers (more than 15 days), when carrying out scheduled-preventive works the operating organization provides finding of pipelines of networks with water and circulation of water in system.

21. New networks after capital repairs and emergency recovery operations are exposed to hydropneumatic washing with the subsequent disinfection.

22. Washing and disinfection of hot water supply is carried out by the legal entities and physical persons performing their operation, construction, reconstruction or emergency recovery operations. Results of washing and disinfection of networks are drawn up by the act.
