The governments of state members of the Eurasian Economic Union which further are referred to as with the Parties

for the purpose of implementation of the Protocol on the coordinated (approved) transport policy (appendix No. 24 to the Agreement on the Eurasian Economic Union of May 29, 2014),

wishing to promote development and strengthening of cooperation in the field of water transport,

relying on the principles of equal rights and mutual benefit,

agreed as follows:

Article 1

For the purposes of this agreement concepts which mean the following are used:

"inland waterways" - the natural or artificially created waterways of the message of state members of the Eurasian Economic Union (further - state members) designated by navigation signs or different way used for the purpose of navigation on which according to the legislation of state members navigation of vessels under flags of foreign states is authorized;

"bilateral transportations" - transportation of goods, passengers and their baggage, towage from ports (to ports) inland waterways of one state member of flag of the vessel to ports (from ports) inland waterways of other state member;

"ship master" - the citizen of one of state members certified and appointed to position according to the legislation of state member of flag of the vessel, exercising control of the vessel, including navigation, taking measures to safety of navigation of the vessel, maintenance of procedure on the vessel, protection of the water circle, to prevention of damnification to the vessel which is on the vessel to people and load, and who is the representative of shipowner;

"competent authority of state member" - the body of state member performing functions on development of state policy and normative legal regulation in the field of inland water transport;

"adjacent inland waterways" - the sites of inland waterways entering one pool of the water object located at the same time in the territories of two and more adjacent state members;
