"2. In organizations of criminal executive system treatment of the convicts suffering from dependence on psychoactive agents (psychological, physical dependence on alcohol, narcotic, psychotropic substances) is carried out:

1) in narcological department of the central hospital under organization No. 47 of Public service of execution of punishments under the Government of the Kyrgyz Republic (further - narcological department):

- on forced basis - for persons condemned to imprisonment concerning whom enforcement powers of medical nature are appointed the judgment;

- on voluntary basis - based on the direction of chiefs of hospitals and medical and sanitary parts of correctional facilities or employees of exchange bureaus of syringes, according to the indications approved by decisions of Public service of execution of punishments under the Government of the Kyrgyz Republic (further - GSIN), after consultation of the doctor of narcological department;
