About additional measures in the field of regulation of production, import and sale of alcoholic beverages, ethyl (food) alcohol and tobacco products

At the same time the analysis of the provision which developed in production, import and sale of alcoholic beverages and tobacco products confirms incomplete remedial action in this area, including still proceeding cases of illegal production and smuggling, tax avoidance, sale of low-quality products and the organization of fight against it not up to standard.

Therefore for the purpose of prevention of revenues to the market of the Azerbaijan Republic of alcoholic beverages and low-quality tobacco products and protection of health of the population, and also strengthening of fight against cases of tax avoidance in this area, illegal production and smuggling and increases in receipts in the government budget I decide:

1. For the purpose of control of production in the country of all types of ethyl (food) alcohol and alcoholic beverages (as a part of which more than 28 percent of alcohol), quality and sales amount, and also behind closing of production capacities in the period of inter-shift stop of the equipment at the companies making these products and for longer term to establish at these companies the state control no later than March 1, 1999. To assign implementation of the state control to the Ministry of Economics of the Azerbaijan Republic and the Agency of food security of the Azerbaijan Republic.

2. To perform retail sale of alcoholic beverages and tobacco products only in the fixed retail chain stores supplied with control cash registers with memory.
