2. Recommend to the executive bodies of subjects of the Russian Federation performing state regulation of rates, or local government bodies, performing regulation of rates in case of transfer of appropriate authority to them the law of the subject of the Russian Federation to bring into 3-month time decisions on limiting establishment of rates in the field of the address with solid utility waste to compliance with this resolution taking into account the order of the Government of the Russian Federation of February 16, 2019 No. 156 "About modification of rates of payment for negative impact on the environment in case of placement of solid utility waste of the IV class of danger (low-dangerous)".

1. In the pricing Bases in the field of the address with solid utility waste approved by the specified resolution:
